Major duties and responsibilities include: Assisting in the execution of the NCO operational mission through acquisition support, directing the acquisition program supporting the VISN and VHA Program Offices, and serving as a communication conduit between facilities, Networks, and Regional Procurement Offices. Ensures coordination and development of Network contracts for supplies, services, and equipment while forecasting of contracting opportunities and coordinating efforts to reduce supply chain costs for the facilities within the network. Supervising employees from the GS-5 through GS-13 level. Hearing and resolving group grievances or serious employee complaints. Developing and executing customer satisfaction surveys to ensure continuous improvements within the acquisition organization; communicates and coordinates satisfaction surveys with customers to determine their needs and satisfaction with the manner in which the acquisition system is meeting those needs. Assisting in the development of new and innovative procedures and policy to improve efficiency, quality and effectiveness; assures reasonable equity. Informing the DDOC of acquisition issues; and communicates VA and VHA acquisition policies to all affected parties. Participating in the assessment and formation of VHA acquisition policies and procedures. Recommending NCO policies that enhance and support effective acquisition operations, supply chain management, and facilitates national VHA initiatives. Providing advice on work methods, practices, and procedures; assist teams in identifying parameters of a viable solution. Interacting between contracting activities at various levels within VA and is knowledgeable of business and trade practices to identify long range trends. Ensuring the NCO Small Business representative supports Small Business conferences and programs as well as providing local vendors and suppliers of NCO and VHA business opportunities. Coordinating, negotiating, and assessing the NCO socio-economic goals. Implements best practices, finds and implements ways to eliminate or reduce significant bottleneck barriers and promotes team building. Serving as the business advisor to the VISN personnel for acquisition matters. Maintaining a Level III limited warrant of up to $100 million. Improving the acquisition support of customers, and meeting all procurement regulations and guidance, and all performance metrics associated with the VHA acquisition program. Identifying and developing both technical and generalized education and training requirements for all acquisition staff, to include oversight of COR training and specialized training for contracting in conjunction with the training officer.
Work Schedule: Tour of Duty is 8:00 a.m. - 4:30 p.m.

Physical Requirements: The work is sedentary in nature. There are no special physical requirements. The work is performed primarily in office areas or conference rooms and similar environments. However, it may require some traveling and visits to Government and/or contractor's facilities and other contract-related performance sites
