Serves as a Human Resources Specialist performing basic to progressively more difficult assignments. Applies fundamental HR concepts, principles, laws, regulations, policies and operating procedures in accomplishing the work. Typical assignments involve one or more of the following functional areas: recruitment, employment, staffing, compensation, position classification, labor-employee relations and benefits administration.
Typically acts as a member of a team in one or more the following duties/responsibilities: developing/publishing vacancy announcements; conducting job analysis; evaluating applicant qualifications; adjudicating claims for veterans' preference; issuance of referral lists; rating/ranking/grouping applications; processing selections; annotating legal authorities and nature of action codes on personnel actions; evaluating position duties & responsibilities to determine appropriate title, series, grade/pay band; application of basic negotiating techniques and knowledge of specific phases of the labor relations to process uncomplicated labor-management proposals; address/review matters concerning unit coverage and fundamental employee representation issues; providing advice and assistance to managers and employees on basic pay setting or leave policies; advising managers and employees on routine conduct, leave or performance questions or disputes; injury compensation programs; and counseling managers, employees and beneficiaries on coverage eligibility/options under federal employee retirement, group life, health benefits and thrift savings plans/programs.
Researches, interprets and applies HRM laws, regulations, policies, standards, precedent setting decisions, grievance procedures and applicable collective bargaining and other negotiated agreements for assigned functional areas. Participates in development of creative, results-driven approaches to employment functions. Established HR policies/procedures provide detailed guidance for almost all assignments, with little or no room for discretion. Works under detailed instructions and work is reviewed regularly during assignments and at completion to ensure accuracy, timeliness and regulatory compliance.

TO QUALIFY FOR THIS POSITION AT THE FV-F LEVEL, you must demonstrate in your application that you possess at least three years of progressively responsible general experience that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, recognize solutions, plan and organize work and convey information, with at least one year equivalent to the FG/GS-4 level.
