The Chief Information Officer is a key member of the Executive Director's executive team and is delegated to act for the Director in interpreting and carrying out the Commission's objectives in the wide area of information technology and information security management, and oversite of the Office of the Chief Information Officer (OCIO). The incumbent has signatory authority for the Executive Director for matters within the incumbent's operational purview. Conducts periodic assessments of administrative effectiveness throughout the agency by reviewing and analyzing organizational accomplishments in terms of initial program goals and resource commitments for achieving federal, agency, bureau, office, and regional goals, objectives and success in achieving goals.
In addition, the incumbent is responsible for undertaking, in collaboration with agency operating managers and supervisors, measures designed to improve cost-effectiveness and efficiency to enhance the FTC's ability to meet its objectives within budgetary constraints. Establishes high-level partnerships and collaborates with top agency officials, stakeholders from government agencies, private industry personnel and other customers to discuss and determine how to improve the quality of services rendered by the Office of the Chief Information Officer.
The incumbent participates with the Executive Director in determining OED's direction and focus in pursuing broad agency program goals and objectives, and in general executive and management oversight of all phases of the work for the agency. The incumbent is accountable for the success of the assigned functions, programs, and projects, which encompasses responsibility for the full range of factors that affect program and project accomplishment. This includes obtaining the resources necessary to accomplish the work and exercising responsibility for their effective use; and dealing with key officials from within and outside the agency to gain understanding and support for the program or project. Monitors the organization's progress toward its goals and objectives. As needed, makes appropriate adjustments to goals, including monitoring work status through formal and informal means to evaluate progress- toward objectives; assessing overall effectiveness, efficiency and productivity of the divisions; and identifying, diagnosing, and consulting on problem areas related to implementing and achieving goals and making decisions on alternative courses of action. Provides high-level executive guidance and strategic direction on long-range operating and management goals and objectives and based on performance and cost-benefit analysis, recommends adjustments to the programs and/or projects to achieve high levels of customer service delivery of the Office of the Chief Information Officer's programs and services.The incumbent represents the Executive Director and FTC in meetings with Congressional and Executive Branch oversight entities including but not limited to oversight panels, OMB, CISA, GAO, and FTC OIG. The CIO seeks out and maintains frequent contact with Bureau and Office heads to ensure information shared with oversight entities is reliable and complies with requirements directives and laws.
The incumbent establishes high-level partnerships and collaborates with top agency officials, stakeholders from government agencies, private industry personnel and other customers to discuss and determine how to improve the quality of services rendered by the Office of the Chief Information Officer (OCIO). Participates in high-level policymaking sessions with the Executive Director, OED deputies, the Chair, the agency's Chief of Staff, the Commissioners, bureau directors, office heads, regional directors, and others and provides authoritative advice, guidance, recommendations and comments for the development of policies that impact customer experience and the delivery of OCIO programs and services within the FTC.
