The Woodrow Wilson International Center for Scholars was established by an Act of Congress in 1968 as the national, living memorial honoring President Woodrow Wilson. It is the nation's key non-partisan policy forum for tackling global issues through independent research and open dialogue to inform actionable ideas for the policy community. Supported by both public and private funds, the Center is one of four special institutions created by congressional statute to perform a national mission as a federal trust instrumentality (the others are the Smithsonian, the National Gallery of Art, and the Kennedy Center).
