If you are selected as Assistant Regional Director, you will assist the Regional Director in planning, coordinating, and implementing a comprehensive program designed to further the agency's strategic goal of protecting consumers. With the Regional Director, you will encourage, facilitate, plan, organize, direct, and evaluate the work of attorneys, investigators, and other professional and administrative staff engaged in investigation, negotiation, litigation, rulemaking, compliance, and consumer and business education activities. The responsibilities of the East Central Region encompass a wide range of cases and projects in the broad field of consumer protection law, arising under the Federal Trade Commission Act, other statutes, and related regulations.
The efforts of the East Central Region are directed toward safeguarding the consuming public by preventing or eliminating unfair and deceptive acts or practices from the marketplace. In order to accomplish this, the staff investigates alleged violations of the law, negotiates agreements containing orders to stop illegal acts, drafts formal complaints, develops legal theories and facts for presentation, and conducts formal litigation in federal court and before administrative law judges.
Within the area served by the regional office, you will be responsible for assisting the Regional Director in establishing and maintaining programs that foster effective federal-state-local relationships in the development of coordinated campaigns to prevent and stop unfair and deceptive trade practices.
You will also assist the Regional Director in managing the office's large docket of complex litigation. You will serve as a spokesperson for the Commission on matters of regional concern in interviews with representatives of business, industry, the news media, consumer groups, state and local authorities, and the general public.
You must work effectively with the Regional Director, the Director and Deputy Directors of the Bureau of Consumer Protection, the Associate and Assistant Directors of divisions within the Bureau, and other managers in headquarters and throughout the regions to implement the Commission's strategic plans and those of the Bureau. Within such strategic plans, you will assist the Regional Director in establishing work priorities for the office, initiating changes in program emphasis, and assuring that the resources of the office are effectively utilized.
Your management responsibilities will include: (1) overseeing and participating in federal court and administrative investigations and litigation, creating and supervising well-functioning teams, and managing matter priorities and organizational structure; (2) providing training and development opportunities for the staff to hone their investigative, litigation, communication and leadership skills; (3) establishing and applying performance standards, recommending employees for promotions and performance awards, correcting performance deficiencies, and initiating disciplinary actions; (4) ensuring EEO and merit principles are met; and (5) other duties expected of a front-line supervisor.
Minimum Requirements
Applicants must have attained the first professional law degree (LL.B. or J.D.) from an accredited law school and be an active member in good standing of the bar of a state, the District of Columbia, Puerto Rico, or a U.S. territory. Applicants must possess excellent editing and writing skills, be able to work effectively with other people, exercise sound judgment, and exhibit a strong interest in the work of the agency.

For attorney appointments: active member of the bar in good standing and 60 months of legal experience after graduation from law school.
To qualify for the GS-15 level: In addition to a law degree and active bar membership, you must have 60 months of legal experience after graduation from law school to qualify for the GS-15 level. At least 18 months of your legal experience after graduation from law school must be comparable to the GS-14 level. Qualifying experience at the GS-15 level includes conducting excellent legal research and writing, having strong organizational and analytical skills, and having excellent oral communication skills.
Note: Legal and nonlegal experience gained in the Federal Government before completing law school does not satisfy post law school experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
