The incumbent provides technical expertise and counsel to the Agency on a broad range of scientific, technical, policy, and strategic issues, incorporating the best, most appropriate evidence. The incumbent will represent the US government in liaising with partner governments, private sector, academia, and NGO community to promote integrated, multi-disciplinary, and innovative approaches and accelerate adoption of successful new approaches within USAID.
The incumbent serves as an intellectual leader, and technical authority on all nutrition-related program and policy issues, in collaboration with senior nutrition advisors across the Agency. Provides expert guidance on multi-sectoral nutrition to senior USAID leaders and managers in Washington and overseas Missions; other U.S. Government Agencies; Congress; foreign governments; donors, regional institutions, and international organizations; NGOs; academic institutions; the private sector; and the general public.
Leads the development, conception, planning, and implementation of policies and guidelines affecting broad, emerging, and/or critical Agency efforts in nutrition. Translates new legislation into program goals, actions, and policies, interpreting the impact of new legislative requirements on Agency programs.
Must be a U.S. Citizen.
Must be able to obtain/maintain a Secret Clearance.

TECHNICAL QUALIFICATIONS - MANDATORY
You will be evaluated on the following Technical Qualifications:
TQ1 - Demonstrated executive leadership experience coordinating nutrition programs, including programs that support safe, nutritious food systems, with other donor governments, partners governments UN agencies, and key stakeholders; negotiating key USG policy and program objectives; representing to senior-level interagency representatives on nutrition-based issues;, factoring in multiple legal authorities,; ability to advance the strategic direction of the USAID Multisectoral Nutrition Strategy, the Global Food Security Strategy through Feed the Future, and the USG Global Nutrition Coordination Plan's approach to nutrition and safe, nutritious food systems, ensuring evidence-based integration of nutrition in relevant humanitarian assistance, agriculture and food security and health programs and projects. Experience must also demonstrate ability to oversee large dollar budget allocation processes and submissions that include responsibility for strategy articulation and broad-ranging policy development.
TQ2 - Demonstrated executive leadership experience in analyzing, framing and implementing policies in complex inter-agency and international environments in order to advance USG foreign policy objectives related to nutrition initiatives. Experience should demonstrate expertise in budget formulations, success presenting and advancing nutrition policies and initiatives, related to international development programs and issues, forging inter-agency collaboration, as well as engaging Congress, the press, and other domestic and international stakeholders.
TQ3 - Demonstrated executive leadership experience in catalyzing increased investments in and commitments to evidence-based nutrition programming by partner governments (at national and decentralized levels), partner donor governments, development banks, philanthropies and private sector enterprises. Experience should demonstrate success in gaining commitment for increased nutrition investments internal to organizations and external and in coordination of resource mobilization efforts focused on low- and middle-income countries.
