As Deputy Director, the incumbent assists the Director in developing, implementing and managing CETC activities, to include representing CETC and I&A in the Director's absence at meetings, conferences and during times of crisis requiring CETC 24/7 leadership coverage.
The incumbent assists the Director in evaluating, coordinating and consolidating CETC actions associated with budgetary planning and developing recommendations for senior I&A leadership to include supporting and participation in CETC briefings to the Department, OMB and Congressional committees.
The incumbent oversees the day-to-day functions of the CETC front office staff, managing and directing all center administrative functions, to include personnel actions. In addition, the Deputy Director oversees the day-to-day functions of the three CETC branches: I&A Intelligence Watch, the Intelligence Support Branch, and Special Events Program Branch managing the functions of each branch through a staff of professional GS-15 level Branch Chiefs. Incumbent executes several complex tasks, including:
Manages the Chiefs of the CETC Intelligence Watch Branch, CETC Intelligence Support Branch, and the Special Events Program/Branch. The incumbent will help manage the transition of the Special Events Program from DHS Operations into DHS I&A as a third branch under the CETC Director. Oversight of all CETC Watch first-phase intelligence analysis, editorial efforts, and review. Watch oversight includes some decision-making regarding collection, production and dissemination functions for items that, under tight timelines, will be provided to I&A and DHS senior leadership and/or released to Federal, State, local, tribal and private sector partners.
Develops and maintains coordination and liaison with counterparts and colleagues throughout the intelligence and law enforcement communities. Frequently represents the Center, and I&A on DHS, interagency and intergovernmental teleconferences, secure video teleconferences, working groups and committees. Develops I&A procedural guidance for daily intelligence products and notifications for DHS, state, local, tribal and private sector partners. Prepares other significant briefing materials for senior executive audiences, in coordination with the National Operations Center (NOC) and DHS Mission Centers and partner organizations. Responsible for designing and managing procedures to ensure timely, accurate subject matter expert input, senior leader perspectives, as well as I&A Staff input have been included in products released to DHS partners and customers.

The DHS Joint Duty Program (JDP) is an intra- and inter-departmental program which offers civilian personnel professional and developmental opportunities. Joint Duty Assignments (JDAs) enhance operations and mission execution through unity of effort and collaboration.
The DHS JDP is a human capital program initiative which is managed by OCHCO at DHS headquarters. The DHS JDP's purpose is two-fold: to encourage and to facilitate assignments of DHS personnel to other DHS components as well as outside agencies. The purpose of JDAs is to gain multi-component, multi-faceted experience focused on cross-cutting DHS and Federal-wide operations to enhance performance of the individual, the organizations, and the Department. JDAs are for a period not to exceed 1 year and do not qualify for Joint Duty credit.
The DHS JDP covers current Federal employees at the GS-13 through GS-15 grade levels and equivalent. The DHS JDP does not apply to members of the military service or contractors. JDAs do not offer Temporary Promotions.
