The Supervisory Grants Management Specialist of the Office of Juvenile Justice and Delinquency Prevention's (OJJDP), State and Tribal Relations Assistance Division). (STRAD), oversees compliance of States and Territories with the core requirements of the Juvenile Justice and Delinquency Act of 1974, as amended (JJDP Act).
Supervisory Duties: Performs the full range of federal supervisory duties, accomplishing the work of the unit through administrative and technical supervision of subordinates. Fosters teamwork and collaboration, and facilitates effective communication between employees, supervisors, and internal and external stakeholders. Establishes and communicates performance expectations, formally and informally evaluating work. Provides training and development opportunities to staff. Resolves informal complaints and grievances, and effects disciplinary measures as appropriate to the authority delegated. Supports the DOJ/OJP Equal Opportunity Program through adherence to Merit Systems Principles, fair treatment of all employees, encouragement and recognition of employee achievements, career development, and full utilization of employee skills.
Grants and Agreement Monitoring: Serves as a technical authority in the compliance monitoring of a wide variety of complex grants and/or cooperative agreements. Completes the end-to-end grants and cooperative agreement administration process, from solicitation development to application process to awarding and project management. Provides information to awardees, other OJP and DOJ offices, federal partners, program officials, and other interested parties, such as requests from GAO, OIG, Congress and/or the White House. Reviews business-related information derived from awardee progress reports, site visits, and ongoing contact to prepare and present information to executive management with recommendations for possible agency actions if needed.
Grants and Agreements Policy: Plans, develops, analyzes, and oversees the development of grant, cooperative agreement, and related financial management policies impacting a wide range of DOJ/OJP programs. Provides expert advice and guidance on broad grant and/or cooperative agreement-related projects and programs with impact on major agency line programs. Recommends long-range policies and guidance, as well as program plans, goals, objectives, and milestones, which serve as the basis for execution of substantive changes in the administration of major agency programs.
Grants and Agreements Technical Expertise: Serves as an authoritative, pre-award negotiator and technical expert on complex and unique award types, terms, and conditions. Advises agency managers on grants and/or cooperative agreement administration matters including post-award procedures and policy interpretation. Provides expert technical advice and guidance, staff coordination, and consultation. Represents the organization in developing and maintaining effective relationships with national, state, and local experts, administrators, high-level officials, policy makers, and planners. Serves on panels, committees, and working groups responsible for conducting advanced analyses.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience include:
(1) Serving as a technical expert in program, performance, and/or compliance monitoring for a wide variety of complex grants and/or cooperative agreements, such as conducting technical on-site monitoring of awardee performance to ensure compliance with financial, legal, and techncal terms of the award;
(2) Serving as a technical expert in the program and/or performance auditing of a wide variety of complex grants and/or cooperative agreements, to ensure adherence with financial, legal, and technical terms of the award;
(3) Developing grant management policies of broad applicability, and associated agency-specific implementation procedures, to ensure the consistent application of grants management rules, regulations, policies, and procedures; AND/OR
4) Conducting the full range of grants closure and disposition processes, such as preparing final assessments of compliance with agency and federal requirements (e.g. disposition of property, financial and accounting reconciliation), and resolution of adverse audit findings, identifying potential problems and recommending solutions for issues identified in the review.
TECHNICAL QUALIFICATIONS:
