The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
As a Grants Evaluation Specialist, you will:
-Implement national policies, standards, procedures and guidelines with regard to the monitoring and evaluation of all applicable programs. Provide guidance to Indian tribes and Tribally-Designated Housing Entities (TDHEs) regarding the interpretation and application of grants evaluation program policies and procedures.
-Provide feedback to the Division Director regarding the effectiveness of current policies and procedures in meeting ONAP objectives and the unique concerns of assigned Indian communities.
-Monitor performance indicators and implement long-term proactive performance trending so that potential problems are identified and solutions developed before they reach the problem state.
-Conduct risk assessments to determine priorities for monitoring and the provision of technical assistance.
The official duty station for this position will be in Chicago, Illinois. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.
Key Requirements:
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-09 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position must include:
- Assisting recipients in administering housing or community development grants; AND
- Assisting in ensuring programs are implemented in a timely manner and in compliance with all applicable requirements, including program policies.
OR Education: You may substitute education for general or specialized experience as follows: Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position must include:
- Monitoring and evaluating recipients performance in administering housing or community development grants; AND
- Assisting in ensuring that housing programs are implemented in a timely manner and in compliance with all applicable requirements, including program policies; AND
- Working as part of a team identifying technical assistance needs and providing support in increasing program management capacity.
OR Education: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.
Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position must include:
- Monitoring and evaluating recipients performance in administering housing or community development grants; AND
- Ensuring that programs are implemented in a timely manner in compliance with all applicable requirements, including program policies; AND
- Identifying technical assistance needs and providing support in increasing program management capacity; AND
- Developing and recommending corrective actions to address recipient noncompliance with statutory and regulatory requirements.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. This position is located in the Office of Public and Indian Housing (PIH), Area Office (AO) of Native American Programs. PIH's mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD's Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. The field structure for PIH consists of 29 Hub Offices and 16 Program Centers that provide oversight, direct monitoring, and coordination for approximately 4,200 public housing authorities. Area Office (AO) of Native American Programs, the Office of Grants Evaluation's primary function is to review and assess grant recipient performance to ensure statutory and regulatory requirements are met, identify technical assistance needs, and take enforcement actions as necessary.
