Duties
The Senior Statistical Advisor serves as a technical expert and principal consultant on methodological and analytical issues associated with the design, conduct, and analysis of statistical data collections of national impact. As part of the executive management team, this Senior Statistical Advisor will advise the Director, Principal Deputy Director, Deputy Directors, and staff on complex methodological problems which have not yielded themselves to solutions by other agency staff.
The Senior Statistical Advisor is recognized nationally as an expert in statistical methodology, data collection, and analysis and is engaged in the performance of research and development activities that encompass the cognitive sciences, survey methodology, experimental design, and data science. Based on research results and scientific developments, this Senior Statistical Advisor advises on the standards to be followed for the collection and analysis of data and presentation of results and recommends changes to the design and conduct of all phases of data collection and analytic activities.
The Senior Statistical Advisor:
- Plans and provides technical assistance for the development and utilization of complex methodologies for use during the design and operational phases of national statistical programs drawing upon the disciplines of survey research, statistics, data science, and general social science research methods.
- Assumes key role in the methodological development and statistical design of new national data collection programs and the redesign of existing programs. Advises on the appropriate methods and techniques to achieve improvements and recommends the adoption or revision of procedures and approaches to address immediate or long-term issues faced by Bureau programs.
- Reviews and evaluates concept papers and proposals for specific statistical efforts to be sponsored by the bureau.
- Conducts original research and makes important developmental contributions to the increasing and expanding field of statistical methodology.
- Responsible for conducting and facilitating original research designed to investigate new theories and practices in data collection methodology and to examine alternative design and execution of national statistical data collections. Research, developmental, and experimental work will be carried out in areas such as (1) research to identify causes of sampling and nonsampling error and to develop new data collection designs and methods to address the causes; (2) development and assessment of methods to complement existing BJS data collections; (3) development and application of statistical disclosure control and data privacy techniques; (4) expansion of data linkage and data science methods and applications; and (5) modernizing dissemination methods.
- Serves on interagency, national, and international special work groups, task forces, or expert panels on special projects or studies critical to the resolution of far-reaching operating issues and problems. Collaborates as a recognized expert with officials and representatives of higher departmental echelons, counterpart government departments or agencies, national and international organizations, the scientific community, and related industries concerning statistical programs and activities.
- Establishes and maintains effective working relationships with various high-level individuals, including Members of Congress and their staff, other legislative and executive agencies, including other federal statistical agencies and components, private and public research scholars, practitioners, and distinguished members of the public.

MTQ 3: Demonstrated skill participating with senior organizational management in establishing and implementing the organization's statistical policies and procedures covering the full scope of statistical data collection and analysis.
MTQ 4: Substantive knowledge and demonstrated skill advising and consulting with senior management and other stakeholders on statistical programs and activities, both orally and in writing, to negotiate, convince, settle and resolve controversial issues and actions.

- Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc.

- Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
