Duties
- Provides authoritative advice, assistance and opinions regarding legal matters arising in the conduct of USTDA programs in the regions and the legal/policy implications of operational decisions relating to furnishing grants to individual countries.
- Reviews for legal adequacy, host country documentation for contracting with regard to USTDA policies and pertinent U.S. statutes. Provides advice and guidance regarding audit requirements and activities for regional projects.
- Provides legal interpretations to senior operating officials of the regions and other agency staff with respect to foreign assistance activities, grants and agreements, audit activities and USTDA success fee program.
- Participates in Project Review Committee meetings, providing legal advice and guidance on program and project design, authorization and implementation.
- Provides guidance and assistance on the use of international financing institutions by USTDA and host governments, including drafting, negotiation and implementation of agreements for such funds.
- Participates in drafting the Agency's annual authorization and appropriations bills. Prepares agency position papers submitted to OMB. Prepares analyses of proposed foreign assistance legislation and procedures for the General Counsel.
- Performs legal research and renders legal interpretations in connection with special problems generated in the course of day-to-day work or as assigned by the General Counsel.

Qualifications
The following qualifications are required at all grade levels:
1. Your resume must demonstrate that you possess:
o A minimum of three years post J.D./LL.B. legal experience in one or more of the following areas: corporate or commercial law; international transactions; project finance; and government contracts or grants;
o Skill in research and analysis of complex legal issues;
o Excellent oral and written communication skills, including experience drafting agreements for transactions, memoranda of law, regulatory documents, or corporate legal documents;
o Possession and application of strong negotiating, analytical, and interpersonal skills;
o Experience addressing legal and factual issues for which there are limited precedents and that require balancing of conflicting or competing interests;
o Experience performing routine legal assignments independently; and
o Experience independently managing caseloads and completing activities within established schedules.
2. You must be an active member in good standing of the Bar of a state, a territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
3. You must be a U.S. citizen in order to qualify for this position.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
Stipulations of Employment:
