This position is locally referred to as an Assistant Data Manager, the official title is either Biologist for the GS 0401 Series or Ecologist for the GS 0408 Series.
Assists in the design, development, and management of a database systems for the long-term maintenance, analysis and dissemination of natural resource-related data sets produced by past and forthcoming inventory and monitoring efforts.
Works closely with park resource managers, scientists, GIS specialists, and cooperating personnel to evaluate legacy data, assure that relevant and useful data are acquired and integrated into the I&M program's databases, and that such data complement existing park data systems.
Synthesizes a wide range of data types including biological, physical, and bibliographical in both tabular and spatial formats. Assures that metadata for these data sets is complete, current, and in compliance with FGDC standards.
Integrates a variety of GIS and database management software, and when necessary, modifies or adapts standard software to meet program needs. Assists in the design and development of global positioning system (GPS) data dictionaries, spatial data inventories, and cross linkages to ensure software and data structure compatibility.
Recommends short-term network data management plans to implement standards, guidelines and protocols for the acquisition, dissemination, maintenance, and security of inventory and monitoring datasets collected under the network program.
Assists in providing coordination, technical assistance, and direct professional and programmatic advice and support to network parks on I&M data management.
Conducts portions of data management training and orientation sessions for network parks and others as needed.
Develops and maintains effective working relationships with organizations, individuals, agencies, and the public to encourage and facilitate data procurement and sharing, and cooperative network, regional, and national data management strategies for I&M related data and information management needs.
Participates in professional meetings, workshops, conferences, and symposia dealing with data management, GIS and related topics to present and exchange information and to advocate for park stewardship.
Develops and maintains professional relationships with other government and private agencies and organizations to facilitate data procurement and sharing, and cooperation on a variety of data and information management, GIS, research and resources-related projects.
In conjunction with the Network Program Manager, develops work plans and schedules, cost estimates, and proposals and/or grants to justify funding requests and accomplish goals.
Administers and tracks project deliverables and prepares accomplishment reports as needed or requested.
Maintains awareness of applicable funding sources within and outside the NPS.
Develops draft guidelines to deal with the more complex or unusual problems, or with novel, undeveloped or controversial aspects of using database systems and GIS applications.
Keeps current on emerging technologies related to network data management needs.
Duties will be developmental in nature when filled below the full performance level.
