As a Research General Engineer at the Coast Guard Research and Development Center (RDC), you will join a fast-paced, diverse, and collaborative group of scientists and engineers in the Surface Branch. You will participate in the execution of projects as a member, and leader, of teams conducting applied research to support all 11 missions of the Coast Guard. Successful projects identify transformative technologies and new techniques to improve the mission performance of the Service. Assignments include project management, test design and execution, technology foraging, mechanical prototyping, data analysis, and reporting. The focus of this position is to apply the required research, development, test, and analysis methodologies to mature novel concepts and transition tangible results to the fleet.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Executing the planning, programming, scheduling, and management of resources and milestones for multiphase research projects.
Applying research methodologies to problem areas that are highly complex, answering important questions in the scientific field that lead to innovation.
Designing comprehensive test and evaluation plans to govern dynamic data generation and gathering exercises.
Developing prototypes for use in innovative technology demonstrations.
Corresponding with field experts and conducting literature reviews to build and maintain knowledge of existing technology, practices and techniques.
Analyzing mission and customer needs to develop preliminary requirements for equipment or systems that address capability gaps.
Writing comprehensive research reports, presenting findings to sponsors and stakeholders, and briefing a wide range of audiences from field technicians and operators to senior level agency executives.

In addition to meeting the basic requirements for this series, you must have at least one full year of specialized experience comparable in difficulty and responsibility to the next lower grade level. At least the GS-07 level in the Federal service performing the following types of tasks on a regular and recurring basis:
GS-07 - Applicants must possess at least one year of specialized experience equivalent to the GS-05 level in the Federal service. Applicants applying for the GS-7 level must possess at least one year of specialized experience equivalent to at least the GS5 level in federal service; or 1 year of graduate-level education or superior academic achievement. Examples of specialized experience include:
1. Providing technical expertise to program managers for specific scientific programs.
2. Planning, developing, reviewing, evaluating, and directly participates in establishment and implementation of specific projects and objectives.
3. Performing comprehensive research studies for substantive program initiatives.
GS-09 - Applicants must possess at least one year of specialized experience equivalent to the GS-07 level in the Federal service. Applicants applying for the GS-9 level must possess at least one year of specialized experience equivalent to at least the GS7 level in federal service; or 2 years of progressively higher level graduate education leading to a master’s degree or master’s or equivalent graduate degree. Examples of specialized experience include:
1. Conducting systematic research in problem areas that are highly complex and of considerable scope.
2. Collecting, compiling, analyzing, and reporting environmental compliance and safety data.
3. Working closely with Coast Guard customers, operators and other stakeholders to ensure that customer/user/supplier perspective is incorporated into the concept definition, evaluation, and exploration.
GS 11-Applicants must possess at least one year of specialized experience equivalent to the GS-09 level in the Federal service. Applicants applying for the GS-11 level must possess at least one year of specialized experience equivalent to at least the GS-09 level; OR possess a Master’s or equivalent graduate degree. Examples of specialized experience include:
1. Recognizing promising new scientific and technological concepts and findings in their infancy and demonstrating and evaluating their feasibility to the Coast Guard.
2. Translating and communicating complex scientific and engineering concepts for a wide variety of senior level officials.
3 Providing analysis on environmental impacts that could result from construction or engineering projects /designs.
GS-12 - Applicants must possess at least one year of specialized experience equivalent to the GS-11 level in the Federal service. Applicants applying for the GS-12 level must possess at least one year of specialized experience equivalent to at least the GS-11 level in the Federal service; or possess a Ph.D. or equivalent doctoral degree. Examples of specialized experience include:
1. Serving as a research team leader in a scientific field.
2. Serving as a senior scientist and technical expert in implementing and evaluating complex and innovative scientific projects.
3. Designing or directing the development of unique or leading-edge technology equipment, instrumentation, or systems to meet specific scientific or mission requirements.
4. Conducting analysis and applies findings from comprehensive technical reviews of literature published within the agency, other agencies, private industry and research institutions in the development different entities that can be utilized in the engineering systems or operations within the organization.
