Duties
The Office of Research and Development (ORD) provides the Agency programs with scientific and technical information, research products, and assistance so that management decisions are sound and the Agency goals are met. The Center for Environmental Measurement and Modeling, Atlantic Coastal Environmental Sciences Division is responsible for:
- Developing and evaluating theory, methods, models, and data to better understand and quantify the cumulative effects of multiple anthropogenic stressors and extreme weather events on the coastal waters and watersheds of the Atlantic seaboard.
- Supporting the development of methods for measuring the ecological effects of nutrients and other pollutants and for elucidating the role of biogeochemical processes in mitigating or exacerbating the effects of multiple stressors.
- Utilizing social-ecological systems approaches to restore and enhance the resilience of the coastal environment and to characterize the tradeoffs inherent to decision making, involving active stakeholder engagement, problem formulation, and integrated social and ecological science to develop solutions meeting stakeholder needs.
Specific duties of the Division Director include:
- Influencing, planning, organizing, directing and implementing several major national research, development and demonstration programs for which they are assigned Agency-wide responsibility.
- Selecting, assigning, and providing leadership, direction and guidance to a multidisciplinary staff to achieve assigned major program objectives.
- Overseeing all research protocols involving coastal watershed, freshwater, estuarine, and coastal ecological research.
- Managing day-to-day operations of the division facility.
- Coordinating Division activities with representatives of foreign, state and municipal governments and with other federal agencies, industry, academia and private organizations sharing a mutual interest or responsibility within the program area assigned to the Division.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

Qualifications
The work of this position is classified in the 0401, 0408, 1301, and 1360 series. Applicants must have experience managing, supervising, leading, and/or performing professional work related to biology, agriculture, natural resource management, ecology, physical science, or oceanography. All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically, this experience can be found in work within this field or a field that is closely related.

TQ 1 - Demonstrated experience managing the operations of a scientific, research, science policy, or technical organization, including developing and implementing financial, budget, administrative, and communications functions.

Education
You need a degree or combination of education and experience as described below to qualify for this position.
Biology: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in one of the following: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR a combination of education and experience with courses equivalent to a major, as listed.
Ecology: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in biology or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
Physical Science: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in one of the following: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; OR a combination of education and experience with education equivalent to one of the majors listed that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Oceanography: You must have a bachelor’s or higher degree from an accredited or pre-accredited college or university in a major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences; OR a combination of education and experience with education equivalent to one of the majors listed that included the described coursework.
