The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
You will:
- Research and prepare correspondence in response to inquiries from mortgagors, mortgagees, Members of Congress, the President, housing industry groups and others concerning mortgage servicing problems. Correspondence includes substantive interpretation of regulations and policies and the resolution of difficult issues.
- Participate in the development of comprehensive training programs designed to increase the effectiveness of the HUD field staff in dealing with the mortgage industry to improve their servicing of insured mortgages. Provide technical support and expert instruction in the presentation of such programs. Assist in organizing workshops, conferences, and other sessions held with HOC's field offices and local office staff, including input for agenda topics, development of agendas, making arrangements for participation of private sector representatives, as appropriate. Participate in actual presentation of certain subject matter.
- Render advice and consultation to the Program Director on questions regarding loss mitigation, underwriting, asset management, and or real-estate owned activities and related matters. The research of required underwriting, asset management, loss mitigation and or real estate owned procedures and techniques, recommending improvements or refinements in technique are to headquarters, through the Branch Chief and the Program Director.
- Provide guidance on the technical aspects of mortgage servicing in meetings with management and industry groups and for the formulation of technical data related to budget estimates, work-measurement standards, and goals for servicing operations.
The official duty station for this position will be in Oklahoma City, Oklahoma. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Specialized experience for the GS-12 is defined as one year of experience at the GS-11 level, or equivalent that is directly related to the position and which has equipped the candidate with the required knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience is defined as performing duties which include:
- Mortgage loan delinquent servicing to include foreclosure processing, property conveyance, and loss mitigation policies, procedures, and processes in a mortgage company, bank, or financial institution; AND
- Assisting with the modification of existing policies and practices regarding loss mitigation; AND
- Advising senior management on risk-related issues and practices; AND
- Researching and assisting with the modification of existing policies and practices regarding single family mortgages.
For the GS-11:
Specialized experience is one year of experience at the GS-09 level or equivalent in other public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must include:
- Mortgage loan delinquent servicing to include foreclosure processing, property conveyance, and loss mitigation policies, procedures, and processes in a mortgage company, bank, or financial institution; AND

Combination: A combination of experience and education. Only graduate level education in excess of the first 2 years may be credited for education and combined with experience. The total percentage of education added to the total percentage of experience must equal at least 100 percent to qualify.

Specialized experience is one year of experience at the GS-07 level or equivalent in other public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must include:
- Mortgage loan delinquent servicing to include foreclosure processing, property conveyance, and loss mitigation policies, procedures, and processes in a mortgage company, bank, or financial institution.
OR
Education: A Masters degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree; or a LLB or JD, in a related field.
OR
Combination: A combination of experience and education. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. The total percentage of education added to the total percentage of experience must equal at least 100 percent to qualify.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
