Duties
- Provide executive leadership and managerial direction to professional personnel engaged in a variety of substantive activities related to the planning, development, execution and coordination of tobacco regulatory program policies and activities.
- Develop and execute the strategies for compliance outreach, enforcement, regulations and guidance formulation, science-based application review and other product regulation activities.
- Advise the Commissioner, senior FDA officials and others on all matters involving tobacco product regulation that have an impact on policy development and execution and long-range program goals.
- Provide counsel on stakeholder regulatory proposals, and other aspects of consumer protection, proposed legislation and the implementation of regulations related to tobacco.
- Review and evaluate activities in terms of achieving program goals, objectives, and commitments, and accomplishing statutory and regulatory responsibilities.
- Identify critical problems or issues requiring attention and makes program adjustments to meet Agency needs/priorities or provisions of the rule as they go into effect.
- Represent the Agency and establishes/maintains relationships in meetings and conferences with top level FDA and HHS officials, national industry representatives, Members of Congress, counterparts from Federal, state, local, and foreign governments.
- Maintain and as needed, revises the organizational structure for the tobacco program, functional responsibilities, and work assignments to assure the effective, efficient, and economical use of personnel and resources.
- Identify staffing needs and assists in attracting, securing, and retaining high quality managers and personnel for key positions.
- Work closely with the Offices of Regulatory Affairs; Policy, Legislation and International Affairs; External Affairs; Chief Counsel; and other FDA components on the tobacco programs, providing expert advice and guidance to those staffs.

Qualifications
BASIC QUALIFICATION REQUIREMENTS: Candidates must have a doctoral-level degree from an accredited institution of higher learning, such as a Ph.D. or D.V.M., or other research doctoral-degree widely recognized in U.S. academe as equivalent to a Ph.D.
General Medical and Healthcare Series, 0601 - major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.
MANDATORY QUALIFICATIONS:
1. Strong understanding of the application of FDA laws and regulations, including the Tobacco Control Act. (Narrative Response Required-2-Page Limit)

MANDATORY QUALIFICATIONS:
- Candidates must meet the minimum qualification requirements for the GS-15 and beyond in the civil service.
