The ideal candidate will have formal education, training, and/or experience conducting research related to defense logistics and resource management policy issues, including budgets for procurement, research, development, test, and evaluation (RDT&E), and Operations and Maintenance (O&M); supply chain management (from commercial or government sources to end user); personal property management; and logistical operations. Examples of sub-issues within this portfolio include materiel readiness, depot maintenance, strategic mobility, defense industrial policy, and U.S. industrial bases. Applicants should have the ability to apply knowledge of the relevant data sources (e.g., Sam.gov); techniques (including quantitative analytical methods); principles and practice; laws and regulations; theories; current literature concepts; and processes to analysis of public policy issues in defense logistics and resource management policy.
They will demonstrate an understanding of the causal relationships among political, security, and economic dynamics that affect these areas.
Research tasks within the portfolio include analyzing defense logistics and resource management policy in the context of U.S. national security policy, operational and institutional military service requirements, and comparisons with commercial best practices. Examples include: 1) analyzing defense budget/appropriations, 2) evaluating legislative proposals, 3) identifying emerging issues, 4) assessing public and private implications of government programs or regulations, 5) assessing alternative approaches to public policy issues, and 6) evaluating governmental organization and administrative procedures to accomplish program goals.
Strong research, writing, and presentation skills are essential, as is the ability to synthesize complex analyses into easy-to-understand language for a non-technical audience. Analyst duties include conducting research and preparing authoritative, objective, non-partisan analytical studies and descriptive background reports on issues of national significance; providing personal consultation and assistance to congressional committees, Members, and staff on public policy issues throughout the legislative process; and participating in team research projects and seminars. The analyst is also expected to develop, over time, the skills necessary to provide public policy and legislative analysis and consultation to congressional committees, Members, and staff at increasingly sophisticated levels.
The analyst will formulate, plan and execute analytical research projects; determine what questions or issues are amendable to inquiry, and identify the kinds of data needed to address the inquiry, potential data sources and their limitations (i.e. integrity, time and cost to obtain). The analyst will evaluate data sets and related information about the data to determine their use as an authoritative source in a research project.
CRS works exclusively for the United States Congress, providing policy and legal analysis to committees and Members of both the House and Senate, regardless of party affiliation. As a legislative branch agency within the Library of Congress, CRS has been a valued and respected resource on Capitol Hill for more than a century.
CRS is well known for analysis that is authoritative, confidential, objective and nonpartisan. Its highest priority is to ensure that Congress has immediate access to the nation’s best thinking on public policy issues of interest to its Members and Committees.
Analyst Duties Include:
Prepares a variety of analytical reports, memoranda, and written materials on public policy issues within the employee's area of professional knowledge to support congressional decision making.
Through personal consultation, assists committees, Members, and staff with consideration of legislative issues by providing information and analysis, and applying professional subject-area knowledge.
Participates in CRS seminars, workshops, and/or outreach programs for committees, Members, and staff.
