SUMMARY OF DUTIES: Serves as a subject matter expert and direct advisor to senior leaders in the Marine Corps Community Services Division (MCCS), Quantico VA, responsible for coordinating and implementing policy, a compliance and risk management framework, directing the Asset Protection Program and managing privacy-related matters for MCCS directed programs and support services.
Provides compliance oversight and guidance that adheres to applicable laws, regulations, and policies. Develops and sustains a comprehensive internal control environment that supports effective, efficient, and auditable business processes and procedures. Serves as the MCCS Managers’ Internal Control Program (MICP) Coordinator ensuring all MICP reporting and supporting documentation requirements are met in accordance with policy. Makes recommendations on program corrective actions or initiatives and conducts follow up. Provides or coordinates internal control training as needed for MCCS leaders, managers, and action officers.
Conducts studies of organizational efficiency and productivity, and recommends changes or improvements in organization, staffing, work methods and procedures. Reviews revisions made to MCCS Division Instructions, Bulletins and Procedures, which are relative to operational matters. Directs and /or conducts investigations into allegations of failure to comply with policy, regulation or statute affecting the economic well-being of the MCCS Division. Evaluates compliance with legislation, Department of Defense, Department of Navy and Marine Corps policies. Conducts audits of annual and periodic inventories of MCCS Division activities and analyzes results.
Serves as the MCCS representative/liaison for all audits, reviews, and inspections performed by higher headquarters, Command sections, and other outside auditing or investigative agencies. Coordinates and conducts risk assessments; develops internal control, compliance, risk management and privacy policy; evaluates the effectiveness of policy; and coordinates strategic resourcing and planning projects.
Directs the Asset Protection program for all MCCS Division programs and business activities ensuring MCCS Division assets are protected through loss prevention plans and emergency action procedures. Ensures internal training lesson plans are developed, taught and documented for all Asset Protection Program personnel. Oversees an exception based reporting system and the Civil Recovery Program by initiating and processing case files and coordinating with the Base Inspector, Provost Marshal Office (PMO) and Special Assistant U S Attorney (SAUSA) offices for final case determination.
Manages the Privacy Program as the designated Privacy Coordinator, safeguarding MCCS Division information while supporting accountability and transparency. Provides guidance and support in the implementation and application of the Privacy Act and higher headquarters privacy regulations, policies, procedures, and guidance. Develops, implements, and maintains MCCS Division privacy policies and procedures to assure compliance with pertinent requirements.
Coordinates with internal functional areas on privacy-related matters and aligns privacy support activities to support their missions. Reports Personally Identifiable Information (PII) breaches, coordinates on subsequent reports, and advises on appropriate remediation.
Oversees preparation and approves internal office financial plans and related records and reports, and exercises authority on approved overall budget.
Reviews and advises on taskers involving Non Federal Entities to include requests to conduct events within the MCINCR-MCBQ area.
Supervises employees, directly or indirectly through subordinate supervisors. Counsels and trains employees, schedules and directs work, appraises work performance, approves or disapproves leave, and personnel actions.
Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.
May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours.
This is a white-collar position where occasional lifting up to 20 lbs may be required.
EVALUATIONS:
MINIMUM QUALIFICATIONS: Bachelor’s degree in business or a related field appropriate to the work of the position AND four years of experience in the occupation or a related field or work area as follows:
This is a “covered position” for the Domestic Violence Misdemeanor Amendment to the Gun Control Act for Department of the Navy civilian personnel. Due to contact with firearms or ammunition in accomplishing work, a DD Form 2760 certifying whether or not a “qualifying conviction” for a misdemeanor or felony crime of domestic violence has occurred MUST be completed. The continuing obligation to notify the immediate supervisor of any qualifying conviction through completion of DD Form 2760 is REQUIRED.
Due to “covered position” requirements and required access to the Asset Protection Information System (APIS) one must successfully obtain and maintain a favorable background investigation at the ANACI level.
