Specialized Experience Requirement:
For GS-09: You must have one year specialized experience equivalent to the GS-07 grade level in the federal service. Qualifying specialized experience is defined as one or more of the following: Developed and maintained relationships with stakeholders such as government agencies, private industries, universities. Assisted with the planning and execution of community events and services such as coordination and facilitation of public meetings, outreach efforts, and community roundtable discussions; Assisted with the oversight of contracts, grants and agreements and partnership quality assurance surveillance to ensure performance was within contractual provisions and regulatory requirements; Assisted managers in maintaining a communication network for a partnership program.
OR
GS-09: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related;
OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
For GS-11: You must have one year of specialized experience equivalent to at least the GS-9 grade level in the federal service. Qualifying specialized experience is defined as one or more of the following: Assisted agency staff and external stakeholders across a variety disciplines in the development of new partnerships or expanding/maintaining existing partnerships with governmental, non-governmental, non-profit, foundations, Tribal government, media, academic, and other organizations; provided assistance in identifying potential partners and proposing partnership opportunities to help accomplish the organization's mission; recommended program changes or solutions to ensure partnership operations conform to applicable policies, regulations, and laws; served as a technical specialist on partnership operations providing advice to staff regarding partnership programs and activities; and/or participated in strategic planning and writing grant proposals.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related;
OR
An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).
