The Director provides leadership and direction to the development and implementation of data systems and techniques for collecting data on petroleum, gas, coal, biofuels, electric power, uranium, and renewable fuels as part of EIA's comprehensive energy supply and demand data collection program. The program covers a wide-range of information sources in order to support the analysis and dissemination of relevant, reliable, and timely information through a full range of publicly available data and reports. These data and reports communicate the performance of U.S. energy companies and energy markets, and provide energy information to support analyses of complex public policy issues, including requests from the Congress and the Executive Branch.
As the Director, Office of Survey Operations you will:
Provide overall strategic planning, direction, and management for the Office's programs.
Direct the formulation, defense, administration, and evaluation of resources (funding, staffing, information, contracts) necessary to conduct the Office's activities; make resource allocation decisions among competing needs of the Office's activities and teams.
Oversee the establishment and maintenance of effective relationships with energy information sources and customers, including Congress, the Administration, other Federal Agencies, industry, and international organizations.
Direct a relevant, comprehensive, and efficient petroleum, gas, coal, biofuels, electric power, uranium, and renewable fuels data collection program, choosing the information and collection cycles that best represent underlying activity in the subject sectors for policymakers, analysts, industry, and interested citizens. Ensure EIA’s comprehensive energy supply and demand data collection program meets emerging needs that application standards are met, and efficiencies are realized.
Direct active outreach and research activities to develop relevant information programs, and coordinates with OES’s Office of Survey Methods and Research on the preparation of justification for proposed new surveys and re-authorization of existing surveys.
Direct impartial data collection and processing activities for ongoing surveys of petroleum, gas, coal, biofuels, electric power, uranium, and renewable fuels data. Supervises maintenance of sampling frames and directs the documentation and maintenance of data collections in compliance with applicable laws and agreements. Develop and maintain project management and other relevant process documentation.
Direct emergency or ad hoc energy data collection projects in response to major energy disruptions or problems in order to contribute to the development and implementation of policy guidance and/or corrective actions.
Assure the quality of EIA's petroleum, gas, coal, biofuels, electric power, uranium, and renewable fuels data collection program through the application of standard survey processes and coordinates with OES’ Office of Statistical Methods & Research as needed on quality issues.
Coordinate across OES aspects of survey data management including solutions ratifications, systems needs analysis, and process improvement recommendations. Work closely with users of petroleum, gas, coal, biofuels, electric power, uranium, and renewable fuels data, including those working on analysis and dissemination within EIA, and interested consumers of EIA's information to ensure they clearly understand the value and limitations of this information.
Direct assessments of the effectiveness of the development and operation of the petroleum, gas, coal, biofuels, electric power, uranium, and renewable fuels data collection program through performance measurement. Works with senior officials of other offices to use these measures to improve their operations, attain strategic objectives, and strengthen documentation for EIA's budget.
Ensure adherence to EIA writing/presentation/product guidance, agency acquisition requirements, and IT governance standards/policies.
