Duties
The Director, Battlespace Awareness and Security Programs (BASP), as delegated by the DDI(ISPR), exercises planning, policy and strategic oversight over capabilities associated with Defense Intelligence and Security. In order to fulfill this function, the incumbent makes recommendations for trade-offs within and among defense intelligence acquisition programs, systems integration standards and architectures, and operation methodology in order to achieve increased defense intelligence capability, efficiency and effectiveness; manages, plans, directs, and coordinates the activities of the BASP Directorate; provides management guidance and direction to the staff for portfolio matters related to intelligence and security including warning, reconnaissance, surveillance and intelligence related activities, counterintelligence, security counter-measures, information dominance, information operations and information assurance, personnel and industrial, physical and classification security matters; and directs the development, coordination and oversight of the implementation of DoD policies and processes for management and acquisition of the above mentioned intelligence-related areas of responsibility. Major duties and responsibilities will also include but not limited to:
- Directs the evaluation of the strategic balance among requirements, resources, technical capacity and human skills within BASP including MIP, and between the MIP and the NIP.
- Supports the DDI(ISPR) in the development of and coordination of program and budget priorities of the Military Services and Defense Intelligence Agencies and National Reconnaissance Office on intelligence and security initiatives. Serves as the focal point for strategic planning including DoD Planning and Programming Guidance, Director of National Intelligence (DNI) strategic guidance, and USD(I&S) Defense Intelligence Guidance. Responsible for the joint DoD/DNI Intelligence Collection Architecture.
- Serves as the DDI's focal point for oversight and direction in the development of program issues within the budget submission cycle. Works with other Office of the Secretary of Defense (OSD) offices, with the Services, and Combat Support Agencies, to develop integrated and prioritized issue paper(s) that balance the portfolio. Reviews and assesses the financial and manpower requirements for all intelligence and security activities. Calls for and participates in budget reviews, coordinates and authors decision documents and makes recommendations through appropriate programming and planning channels in the DoD and the DNI's process.
- On behalf of the DDI, the incumbent develops input for testimony and statements for the record, and provides testimony on BASP programs and resources to Congressional committees and staff. The incumbent prepares and directs responses for Congressionally Directed Actions (CDAs).
- Participates in the development of policy and fiscal guidance for the Defense Intelligence Agencies under the purview of the DDI.
- Promotes coordination, cooperation, and mutual understanding within the Department and with other Federal Agencies. The incumbent acts as the chairman, participant, or DDI representative on committees, boards, and task forces that relate to assigned missions and functions of BASP.
- Ensures a continuing affirmative application of the OSD-wide policy of equal employment opportunity. Education
Although positive education is not a requirement for positions classified under 301 - Administrative and Management series, to be able to successfully perform the duties of the Director, BASP, the ideal applicant should have at a minimum, a Bachelor's Degree in Engineering or related field, and/or Business Administration.

Office of the Secretary of Defense
The Under Secretary of Defense for Intelligence and Security is the principal intelligence, counterintelligence and security advisor to the Secretary of Defense (SecDef), and the SecDef's principal representative to the Intelligence Community. The USDI&S exercises authority, direction, and control on behalf of the SecDef over the National Security Agency/Central Security Service, the Defense Intelligence Agency, the National Geospatial-Intelligence Agency, the National Reconnaissance Office, and the Defense Security Service. The USDI&S establishes policy and priorities; and oversees the Defense Intelligence Enterprise, including the Military Intelligence Program, the Defense portion of the National Intelligence Program, and the Battlespace Awareness Portfolio. The Office of the Under Secretary of Defense for Intelligence & Security (OUSD(I&S)) works all oversight, guidance, policy, capability, and resources issues with the Office of the Secretary of Defense, the Director of National Intelligence, the Military Services, the Combatant Commands, and the Defense Intelligence and Security Agencies, on behalf of the Under Secretary.
