The VA Managerial Cost Accounting System integrates clinical and financial data to assign cost at various levels including but not limited to the patient, provider, ward, clinic and medical center. MCA provides critical tools for remaining competitive in a dynamic health care environment and is used as the cost component for Veterans Equitable Resource Allocation (VERA) system. The use of MCA data to determine VERA allocations directly impact the resources allocated each Network. The Network MCA Program Manager must ensure that data is accurate and reported timely in order to ensure appropriate funding to VISN 7 from VERA. Data produced by the MCA/VERA Manager provides managers with clinical and cost information by patient bed section, ward, clinic, service, and medical center for use in decision- making. The MCA/VERA Manager will ensure that data is accurate and can be aggregated to VISN and medical center group levels for use in budgeting, performance monitoring, clinical and financial analysis, and planning activities. Provides administrative and technical support needed for accomplishing MCA work and VERA work at all VISN7 Medical Centers. Provides administrative and technical supervision for accomplishing VERA work. Support the integration of MCA into the budget process, working with Budget Analysts, Department managers, the CFO, top management and the Network office. Identify scenarios of a financial, operational or clinical nature for analysis. Completes analysis and takes action to remedy problems identified through analysis. Support ad hoc requests for data from the medical centers, the Network office, and VHA Headquarters staff. Works with clinical staff to assure that MCA information is used to improve the quality and efficiency of patient care. Audits all facility databases to ensure that they reflect medical center organizational structure within the Network and describe the services provided to patients. Perform audits on a regular and as needed basis to ensure the accuracy of costing processes such as mapping tables, allocation tables, account masters, etc. Develop a training program for facility level service managers covering the interpretation and potential applications of variance and other MCA and VERA reports. Serves as a consultant and resource to VISN 7 Medical Centers, Network office staff, and Program Office personnel due to recognized expertise in the retrieval, organization and interpretation of workload statistics, patient care outcomes and other vital statistics. Identifies and coordinates MCA and VERA processes which can be accomplished more efficiently through standardization and/or centralization of resources. Responsible for effectively negotiating system development changes in the MCA and VERA programs and related areas within the Network. As the MCA department encompasses many elements that may parallel activities already underway (quality management, utilization review, MCCF), extensive interaction, coordination and cooperation by the MCA Manager with these groups is imperative. Performs other related duties as required.
