Incumbent serves as a Lead Hazardous Material Aviation Safety Inspector under the immediate direction and leadership of the Division Manager or Branch Manager with broad direction from the Director, AXH-1 and Deputy Director, AXH-2 within the Office of Hazardous Materials Safety (AXH). The incumbent leads the complex work related to the safe transportation of hazardous material by air. The incumbent supports leading the AXH mission and objectives by serving as the Team Lead for functions performed under his/her area of responsibility. The Team Lead is recognized as part of a Subject Matter Expert Team, serving as a principal point of contact providing advice and guidance on the application and implementation of related AXH policies and procedures. Typical duties include but are not limited to the following:
• Organizing team members in scheduling and accomplishing work related to planning, scheduling and assisting in scheduling assignment completion in a prioritized manner; coordinating actions to be taken following initial assignment completion; scheduling and tracking internal/external stakeholder interactions with outcome briefings; scheduling and tracking meetings with outcome summaries of discussions; providing monthly, quarterly and annual tracking information of work completed, work planned, cost and outcomes to Supervisor for Management as required; consolidating all information for Supervisor and other Managers to be able to conduct a high level review for decision making; and, prioritizing work when conflicting deadlines or obstacles impact on time completion.
• Coordinating with other AXH team leads and staff as appropriate to accomplish work within deadlines; informing supervisor of any possible missed deadlines or incomplete work products; coordinating risk based activities, data quality needs, and identifying system trends or high risk operational results to Supervisor and others as appropriate; coordinating with other teams for risk assessment information or other pertinent data to apply to scheduling follow up activities in consideration of priorities.
• Facilitating, solving problems and participating in the work of a team as needed; elevating potential problems that cannot be solved to the attention of the Supervisor in a timely manner; facilitating with others in AXH on behalf of the Team involving the SME as needed; encouraging problem solving within the Team; and, collaborating with other AXH Team Leads and staff as needed sharing any data determined to support decision making for other areas of AXH.
• Providing feedback to Supervisor on performance; providing feedback on teams’ performance in meeting deadlines and solving problems; and tracking any required performance data for Supervisor.
• Communicating assignments, milestones and deadlines, to the team based on Supervisor’s instruction; routinely communication in regards to work assignments and deadlines to stay aware of any milestones or goals that will not be met or risk priorities for consideration; reviewing outstanding work and informing the Supervisor of any need to reprioritize milestones and goals; setting risk based priorities continuously through Supervisor coordination.
• Informing Supervisor of resource and/or supply needs; identifying, in a timely manner, any need for additional or reallocated resources to meet milestones and deadlines.
To support strategic initiatives, applies experience and expert technical knowledge to perform critical tasks requiring the development of new concepts, systems, or innovative approaches. Leads and recommends resolution processes to highly complex or emerging problems or issues, which often cross organizational boundaries and impact the accomplishment of FAA's strategic objectives. Predicts potential issues and proposes recommendations for preventive action related to SMS, SRM, and Compliance Oversight.
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Examples of specialized experience includes: Experience analyzing and identifying systems trends and hazardous material risks and recommending alternate solution to a higher-level team member.
