This VISN 16 Clinical Resource Hub (CRH) - Cardiology Specialty Section Chief position is in the Telehealth service line, VISN 16 Clinical Resource Hub, Central Arkansas Veterans Healthcare System, Little Rock, AR. Telehealth technology improves Veterans' access to health care by matching clinical provider supply with demand, especially in rural areas where it is difficult to recruit. Using technologies such as video conferencing, patients can be seen in VA Clinics in remote areas throughout the nation by providers who are located at VA Medical Centers. The VISN 16 Clinical Resource Hub Program provides specialty cardiology to the medical centers and CBOCs in VISN16, using telehealth technology. This program manager position is based in Little Rock, Arkansas and requires travel to VISN16 medical centers/CBOCs.
The position is responsible for all program management responsibilities for The VISN 16 Clinical Resource Hub - Cardiology Specialty Program including implementation and ongoing management of a virtual program at medical centers and CBOCs throughout VISN16, and has oversight of Clinical Resource Hub staff of various disciplines (including cardiologists, APRN, optometrists, and health techs working within these sites).
Major Duties/Responsibilities
~ Very broad responsibility for developing, implementing, and managing VISN 16 CRH programs. These programs deliver specialized professional services that significantly impact the health care provided to many Veterans across VISN16/VISN16 facilities, e.g., the potential for eight medical centers and associated CBOCs across the VISN.
~ Development of short- and long-range goals and plans, development and implementation of policies and procedures to ensure goal attainment, management of administrative and programmatic resources, and outcomes monitoring using data-driven quality assurance processes. Engages in monitoring of programmatic effectiveness and efficiency in delivering services and, as such, develops performance improvement activities and strategic plans yearly or more often as needed. Line and staff authority for resource allocations within the area of responsibility.
~ Independently develops and maintains the program structure, policies, procedures, documents, and records; prioritizes and coordinates site staffing requests and coordinates and is responsible for the strategic planning process and timely submission of any reports and data for specialty Hub work; provides oversight responsibility for specialty Hub fiscal matters, and is responsible for setting priorities, delegating tasks, and meeting deadlines.
~ Interfaces and collaborates regularly Little Rock Cardiology Leadership regarding programming.
~ Serves as liaison between VISN Hub Specialty and VISN16 Hub administration on day-today coordination of care issues. The selectee responds to any VISN 16 CRH specialty issues that may arise within the Little Rock VAMC or any of the VISN spoke sites.
~ Demonstrates the assurance that the necessary aspects of orientation are covered at the specialty service level (e.g., Health Insurance Portability and Accountability Act (HIPAA), computer security, Computerized Patient Record System (CPRS training), telehealth, and other); provides consultation to behavioral health staff on educational matters and interpreting policies according to VA requirements; advocates for sufficient VA resources for telehealth and specialty programs; provides oversight responsibility for fiscal matters.
~ Provides a full range of interventions consistent with training and expertise, with special emphasis on Cardiology.
~ Facilitates patient and family education appropriate to the primary care setting and the specific presenting health issues.
~ Provides consultation services for telehealth primary care providers to maximize the effectiveness of their interventions in reducing health-risk behaviors.
~ Direct administrative and professional supervision of subordinates and clinical oversight of other staff assigned to the VISN16 HUB telehealth Specialty Program. Responsible for nine VISN 16 CRH Specialty staff who are providing services across up to eight medical centers and associated CBOCs across VISN16.
Note: Must be a board certified Cardiologist.
Work Schedule: Monday - Friday; 7:30am - 4pm. (No on-call). Remote Telework is approved.
