Manages and directs the programs and projects of the Airman Testing Standards Branch, Regulatory Support Division, AFS-630. Is responsible for highly technical and complex national programs involving developing and improving skill and knowledge testing standards in the certification of US and foreign airmen. This involves planning, developing, and maintaining examinations and examining standards for determining competence of applicants for airman certificates; planning and developing agency policies and procedures governing the administration of aeronautical knowledge and skill examining program; and managing the agency's computerized airman testing program. Develops new policies and procedures which often cross organizational lines and impacts the accomplishment of FAA's strategic objectives. Represents FAA as the primary technical authority for assigned projects and programs. Responsible for monitoring activities associated with the adequacy, effectiveness, and efficiency of the organization's internal control structures, quality and environmental management systems in accordance with (International Organization for Standardization) ISO standards.
Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for the various airman testing programs. Manages budget and either reallocates resources among branch programs or requests additional resources, as needed. Resolves all but unique problems without the intervention of higher level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.
Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resources, and other administrative policies and procedures, and an advanced understanding of the programs and objectives of Flight Standards Service and the line of business.
Manages a workforce which primarily consists of aviation safety inspectors with airworthiness and operations specialties as well as management analysts and editors. Managerial duties include planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate.
