WHAT DOES A CYBER SECURITY INFORMATION TECHNOLOGY SPECIALIST DO? As a Cyber Security Information Technology Specialist you will operate as a project leader whose authority and scope of responsibility crosses organizational and geographic lines. You will develop guidelines that will be used by other specialists in the course of the projects, which have an impact on broad agency goals. In this position, you will lead major national level projects such as the review of proposed new systems, networks, and software designs for potential security risks, recommending mitigation or countermeasures, and resolving integration issues related to the implementation of new systems within the existing infrastructure. The various projects have an impact on broad agency goals. They deal with multi-year plans, new cutting-edge technologies, or issues, and develop new policies or make significant changes to existing policies that have IRS-wide impact.
As a Cyber Security Information Technology Specialist, you will:
The work is primarily sedentary. Some walking, standing or travel away from the work site to attend meetings, review work sites, or visit vendor/contractor facilities may be required. Often the employee must sit for long periods of time reading information from a computer screen or inputting data using a keyboard.
You must meet the following requirements by the closing date of this announcement.
GS-14 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. This experience must include Information Technology (IT) related experience that demonstrates each of the following four competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication and 4) Problem Solving. Specialized experience for this position includes: Experience that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.
To be qualifying your experience must be sufficient to demonstrate your ability to work difficult and complex programs which will include establishing, implementing, and interpreting the security requirements. Examples of qualifying experience include: Coordinating the review and evaluation of the agency infrastructure protection program, including policies, guidelines, tools, methods, and technologies; Identifying current and potential problem areas; Updating or establish new requirements; and making recommendations for a fully compliant infrastructure protection program to be implemented throughout the agency.
Lead Business Impact Analysis (BIA) Validation sessions by performing a BIA with BODs/BUs and IT to validate the IRS Mission Essential Functions (MEFs) in compliance with Federal Continuity Directives
1 & 2, and identify the applications that service and host performance of the MEFs defined as Critical Business Processes (CBPs) 1, process remittances; CBP 2, process returns; and CBP 3, process refunds.
Lead development of a BIA for every application and system running on the IRS Enterprise network by collaborating with all Business Operating Divisions (BODs)/Business Units (BUs) and IT service-wide. Lead and manage performance of the BIA Current Production Environment (CPE) validation of business processes performed by BODs/BUs and IT for all applications and systems used to host or support the business processes, using the BITA Tool in support
Lead and manage performance of the BIA Enterprise Life Cycle (ELC) for all new applications and/or systems that are developed using the ELC process beginning with Milestone 1 and finalizing in Milestone 4b.
Provide management and user support for the BIA & ISCP Testing Analytics (BITA) Tool server suite and the Security Risk Management Analytics (SRMA) server suite to include the databases and data points; through monitoring, uploading, updating, and standardization of the data being collected. Create and enhance BIA templates and SOPs to support the BIA process and collection of data related to the business processes performed by BODs/BUs and IT.
Lead mapping of the Enterprise Architecture (EA) Business Processes to the IRS Critical Business
Process (CBP) as changes are made to each program and update the Crosswalk document annually. Perform Data Analytics related to data collection during BIA Validation sessions in the BIA templates and ISCP uploads in the BITA Tool repository; data standardization; and queriesing for BITA Tool enhancements, data visualization, statistics, metrics, and reporting.
