The Chief Information Officer (CIO) is responsible for complying with policies and procedures set forth by the DHS CIO, which include activities such as IT strategic planning, architecture, capital planning and investment control for IT investments, and participation in DHS and CISA governance bodies. The incumbent is also responsible for reviewing and approving IT within acquisition programs in coordination with DHS, implementation of statutory requirements such as FITARA, and compliance with OMB policy such as Improving the Acquisition and Management of Common IT to name a few. The CIO aligns IT objectives and programs with Agency strategy, ensuring a steady-state IT operations environment. Strategic level responsibilities include: development and monitoring of business
performance criteria and service levels; contingency planning and support for business continuity; logistics for hardware and software assets; and long-range planning for the sustained growth of a modern IT business enterprise. The CIO works hand in hand with peer executives responsible for setting the technology strategy of the Agency (Chief Technology Officer) and ensuring the security of the IT systems of the Agency (Chief Information Security Officer).

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed above.
The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations.
Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant. Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications.
