Knowledge of and skill in applying program analysis principles, practices and methodology, including qualitative and quantitative techniques and methods, in order to conduct complex studies and investigations and make decisions or recommendations that may significantly change established processes, procedures, or workflow; change the interpretation of policy; or require the development of new or modified administrative policies and programs.
Knowledge of and skill in the application of project management theories, principles, practices, tools, methodologies and techniques in order to develop, plan, implement and oversee complex project activities, Including project plans, risks assessments, timelines, budgets, and document management, on schedule and within budget.
Knowledge of the principles, practices, methods and techniques for the development, implementation and analysis of performance metrics and key performance indicators in order to analyze and assess service and to develop effective recommendations for change.
Knowledge and understanding of governance models, mechanisms and structures in order to serve in a SME role in the design / support of a governance structure that promotes transparency, facilitates collaboration with members and consultation with stakeholders, and ensures the effective operation of the organization.
Skill to gain acceptance and support and to build consensus regarding controversial approaches to programmatic and systematic issues and to obtain information and accomplish organizational goals.
Ability to establish and meet deadlines in order to provide services to internal/external clients.
Knowledge of written communication methods, skills, and processes in order to communicate issues to a variety of audiences and to develop and present briefings regarding study findings and customer needs.
