- Serves as the Bureau of Reclamation’s Hazardous Materials Management (HazMat) and Environmental Management System (EMS) Program Coordinator. Identifies, recommends and executes program implementation strategy through coordination with the Department of the Interior and Reclamation regional offices. Serves as Reclamation’s expert representative on applicable external, ad-hoc and Department committees and workgroups. Works with regional HazMat Coordinators to implement program objectives.
- Oversees Reclamation’s compliance audit program for HazMat and other environmental media (e.g. air, water). Independently or collaboratively conducts or facilitates audits and reviews of Reclamation’s regional programs and reserved and transferred works facilities to ensure compliance with Federal, state, and local environmental laws and regulations and internal policies and procedures. Oversees and facilitates EMS audit program to assess conformance to internal EMS requirements.
- Analyzes, advises and ensures Reclamation compliance with environmental laws and regulations and standards, and Department of the Interior directives and guidance. Develops and interprets Reclamation policies and directives and standards to define internal responsibilities and requirements to achieve compliance with environmental laws, regulations, policies, and guidance for HazMat and other environmental media and EMS.
- Serves as Reclamation’s Natural Resource Damage Assessment program principle and advisor.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
All applicants must possess one year of specialized experience. To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as defined below:
GS-13: 1 year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in the Federal service. Examples of specialized experience include the following: Experience leading or implementing organizational environmental compliance/HazMat and EMS programs, including managing moderate program and project budgets. Comprehensive knowledge and understanding of the suite of environmental laws regulating hazardous and toxic materials, air and water pollution, oil pollution, environmental disposal and cleanup, and pollution prevention. Knowledge of the International Organization for Standardization (ISO) 14001 EMS standard. Ability and experience in researching and providing definitive advice to management on critical issues and strategies for achieving organization compliance with policies, procedures, laws, rules, regulations and standards governing HazMat, other environmental media, and EMS. Skill and experience in overseeing, leading, and/or conducting programmatic and facility-level environmental compliance/HazMat and EMS audits. Skill and experience in writing audit reports and internal environmental policies, directives, standards, procedures, and guidance; developing and leading training on HazMat, EMS and other environmental topics; acting as an expert representative on HazMat, EMS and other issues to internal and external groups; negotiating environmental cleanup, liability and funding; and reporting and presenting key program metrics to senior management.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
