Duties
As a General Engineer/Physical Scientist, you will:
- Evaluate programs, management, site assurance systems, compliance with requirements using written plans, schedules and planned assessment. Oversee processes and determine line management effectiveness, establish issues management processes, categorize findings based on risk and priority, ensure communication of findings, timely evaluation and corrections. Establish and communicate performance expectations, establish effective processes for communicating oversight results and other issues.
- Implement or maintain quality assurance processes. Make improvements, solve problems, or take corrective action when problems arise, and present or brief aspects of projects.
- Monitor day to day performance to ensure contract requirement compliance. Review contractor performance documentation to ensure performance is compatible with contract and mission objectives, support performance, and foster partnership.
- Apply techniques of engineering analysis in infrastructure assessment, construction, research and development, testing, maintenance, production in factories and elsewhere, determine the causes of program, project, or process issues, and test output to maintain quality.
- Take action necessary to correct identified problem areas; and/or manage short and long range planning activities that include multi-year work plans that are the products of subordinate organizational projects/programs.

SPECIALIZED EXPERIENCE REQUIREMENTS:

Specialized experience for this position is defined as: Experience in developing and/or reviewing Quality Assurance and Software Quality Assurance (QA/SQA) plans and procedures in accordance with nuclear quality assurance standards. Evaluation of contractor QA/SQA performance, including conducting audits, assessments, surveys, and/or inspections of QA/SQA programs.
Examples of Specialized experience include:
- Managing or evaluating the development of QA/SQA program documents in compliance with applicable quality standards (e.g., NQA-1, ISO-9001).
- Evaluating QA/SQA programs through audits, assessments, surveys, and/or inspections. Analyzing performance information, reports, contractor assessments and other data.
- Developing internal processes to monitor and maintain surveillance of management systems to assure that products and data are adequate and will result in acceptable mission deliverables.

Knowledge and skill must be sufficient to evaluate the adequacy of, and need for, improvements in the contractor’s program.
- Knowledge of product and quality requirements at nuclear weapon complex productions sites. Level of knowledge must be sufficient to serve as the NFO representative in work efforts concerning quality assurance issues affecting the entire NNSA nuclear weapons enterprise.
- Skill in the preparation of written technical reports and in the oral presentation of complex technical information. Negotiation and interpersonal skills sufficient to effectively secure the cooperation of parties involved in the resolution of problems relating to the quality assurance operations of a manufacturing facility.
- Professional knowledge and skill in the application of advanced principles, theories and practices in multiple engineering and physical science fields, to include chemical, electrical, mechanical, and nuclear engineering; and/or chemistry, physics, metallurgy, and materials science to analyze, review, and solve novel and complex engineering, science, and technology problems requiring a high degree of technical judgment, originality and resourcefulness.
- Skill in conducting and reviewing quality assurance surveys to: (1) analyze the results and recommendations for appropriate corrective actions or improvements in the quality control program and manufacturing processes; and (2) establish new or improved techniques for evaluating the contractor’s quality program.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
