This position is for students accepted for enrollment or are currently enrolled and seeking a degree (diploma, certificate, etc.) in an accredited high school, technical or vocation school, 2-year or 4-year college or university, graduate or professional school, on a full- or half-time basis (as defined by the academic institution in which the student is enrolled).
The student trainee surveyor will be taught to plan and conduct routine surveys and resurveys involving survey situations and projects that are not complex. Most assignments are characterized by requiring basic research to find and interpret land records, historical data and legal decisions that are simple to locate. The trainee is given survey situations that are small and generally uncomplicated. The employee must learn to apply professional survey knowledge and judgment in conducting, applying and modifying field survey methods, techniques and procedures in day-to-day operations. The trainee surveyor is taught how to conduct surveys in the full field-to-finish mode, using electronic data collection and computer based measurement software. The trainee learns to apply professional surveying knowledge to evaluate the results for most computations and display of results. The employee will be taught how examine physical evidence recovered in the field and assesses its acceptability with the support of recorded historical documents for positioning boundaries or resolving disputes. The trainee will learn to prepare and provide information for all necessary administrative documents such as: time and attendance, travel, vehicle maintenance and operational reports, accident reports, and weekly progress reports. The trainee will be taught how to fulfill all safety requirements and to utilize necessary equipment. The trainee will be taught to draft field notes and plats describing in detail the surveys performed using word processing and Computer Automated Drafting (CAD) software.
Physical Demands: A considerable amount of physical activity is required while conducting field survey operations, hiking, or climbing over rugged and steep trails while carrying heavy survey equipment and clearing survey lines of brush with axes, brush hooks, and chain saws.
Work Environment: Outdoor work requires exposure to risk of discomforts of extremes in climate, living conditions, and terrain. Safety precautions are required and the student must wear protective equipment during field survey operations. The student may also be exposed to poisonous snakes, plants, and a variety of wild and dangerous animals common to the outdoors. Other work is performed in an office setting with adequate heat, light, and ventilation.

This is a career development, excepted service appointment under the BLM Pathways Internship Program that is expected to last more than 1 year. The BLM will require the selected applicant to complete a Participant Agreement in which the selectee must provide an anticipated date for completing all degree program requirements, and show continual progression toward meeting the stated anticipated date.
The agency may noncompetitively convert a Career/Indefinite Intern who is a U. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments. OR Combination of education and experience -- courses equivalent to a major in land surveying or civil engineering as described above OR the basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.
If the position is filled at the lower grade level, subsequent promotion to the next higher grade level per the target full performance is permissible without further competition. The promotion is not guaranteed but dependent upon administrative approval and the agency’s continuing need for an actual assignment and performance at the higher level duties.
The entire period served as a Career/Indefinite Intern counts as the appointee’s trial period. Prior Federal civilian service is credited toward the completion of the required trial period in the same manner as prescribed in 5 CFR 315.802.
This position is assigned to the Oregon State Office, Branch of Geographic Sciences located in Portland, Oregon. However, the specific duty stations will be determined upon selection.

The BLM manages more land - 245 million surface acres - than any other Federal agency.
