GSA's Federal Acquisition Service (FAS) is the only civilian agency whose mission is acquisition. As America's Buyer, FAS is focused on leveraging the buying power of the Federal Government and supporting the acquisition workforce by delivering best-in-class contracts, tools, products, services and solutions to federal agencies at the best value for the American people. FAS’s scope is incredibly broad and includes General Supplies and Services, Information Technology, Motor Vehicle Management, Travel, Assisted Acquisition Services, and a host of Online Procurement Tools, including the new Government-wide Common Acquisition Platform.
The Assistant Commissioner (AC) for Assisted Acquisition Services (AAS) leads the AAS business portfolio, which complements the programs of the other FAS portfolios by providing acquisition, technical, financial and project management services that assist FAS and customer agencies in acquiring and deploying information technology (IT) solutions, professional services solutions and other solutions as required by the customer. The AC for AAS plans, oversees, and coordinates program goals and strategies for effective service delivery across national and regional AAS activities. This includes the design and delivery of acquisition solutions to federal customer agencies through: (1) close coordination and partnership with client service centers (CSCs) located in and reporting to the FAS regional offices and (2) direct oversight of the national Federal Systems Integration and Management Center (FEDSIM) CSC. Further, the AC for AAS is responsible for: (1) the planning, development, and execution of strategic plans, business cases, and new business initiatives, (2) coordinating the development of new business lines and offerings, (3) developing and maintaining electronic service delivery systems and tools with support from the Office of GSA IT, and (4) serving as the head of Contracting Activity for FEDSIM.
The AC for AAS manages and directs an integrated AAS service delivery program offering a full range of services to customers, including but not limited to, requirements definition, solutions design, project and financial management, technical assistance, migration planning, and customer care. Coordinates and collaborates with AAS national and regional CSCs to identify innovative and effective service delivery practices and methods. Establishes ongoing communications with customers through established advisory and governance groups/boards to develop and execute strategies for continuous improvement of customer-focused service delivery processes. Provides guidance, direction, and oversight to CSCs on consistent, efficient, and effective standards of service delivery.
Provides authoritative advice, guidance and direction on CSC business plans and reviews plans for consistency with nationwide AAS business plans and strategy. Provides input to all CSC annual performance plans and develops, monitors, and reports on business and financial performance measures and indicators. Develops and administers a comprehensive program for AAS CSC customer service assessment.
Plans directs, and controls all financial resources of the FAS AAS program. Responsible for the preparation of AAS’s annual program plans and budgets. Plans, develops, analyzes, monitors, and reports on organizational performance and budget execution for the AAS portfolio and its programs.
Develops human capital strategies and provides an organizational framework for the recruiting, retention, training and promotion of staff to build and sustain a customer-focused acquisition workforce that demonstrates expert acquisition, technology, financial and project management competencies required to meet customer requirements. Develops, oversees and evaluates workforce development strategies for AAS acquisition staff that are consistent with succession planning goals and with current and future AAS program and customer needs.
Serves as the primary point of contact on all AAS activities within FAS and with the public and private sectors. Serves as the chief spokesperson for communicating and advocating the FAS AAS vision and mission to external officials and groups. Builds coalitions to foster effective relationships with customers and industry. Collaborates with each of the FAS business portfolios/offices and regional executives to ensure consistent and compliant AAS policies and practices and adequate integration of AAS programs.
Represents and speaks for the FAS Commissioner on matters relating to programs within the AAS organization in dealings with top officials of GSA, other Federal departments/agencies, State and local agencies, commercial businesses and the general public. Accompanies and/or represents the Commissioner or Deputy Commissioner, FAS, before committees of the Congress and the Office of Management and Budget on AAS program issues and the development of proposed legislation impacting FAS's AAS activities and programs.
