ADDITIONAL INFORMATION: Bathymetrists analyze, acquire, compile, and disseminate maritime safety information to meet NGA's worldwide safety of maritime navigation obligations under U.S. Code, Title 10, other Federal and International laws and NGA's own regulations. Bathymetrists must be knowledgeable in the following: hydrographic and bathymetric surveying techniques and equipment, various data formats; sound velocity/ship draft/sensor anomalies/datum corrections applied to survey and previously processed data; projections and grids; tidal datums; methods of sounding evaluation and deconfliction; algorithms for sounding generalization; TIN(Triangular Irregular Network) and grid models used in analysis, feature generation and 3D visualization; geospatial information processing; source analysis and data statistical analysis; NGA's Digital Nautical Chart (DNC) and nautical hard copy products; and Electronic Nautical Chart (ENC) data. Bathymetrists must have experience with: Geographic Information System (GIS) applications (ArcGIS, Fledermaus, MapInfo, CARIS preferred); various data file formats (VPF, gridded data sets, ASCII, xyz, S57, etc); marine navigation production processes and utilization of imagery; and source analysis techniques and software used to build maritime databases and products. Bathymetrists must be able to balance multiple assignments at the same time and be able to work independently, and must be willing to train other Bathymetrists and share information with other team members. Bathymetrists must also be able to corporately represent NGA's mission, vision, values and goals when meeting with our customers. 1. Plan and carry out activities to receive, analyze, and de-conflict U.S. and foreign bathymetric data for use by the Intelligence Community (IC) and external customers. 2. Provide the most accurate and relevant bathymetric and hydrographic depth data in support of Safety of Navigation (SoN), ocean modeling, and mission-specific intelligence. 3. Analyze, acquire, compile, and disseminate maritime safety information to meet NGA's worldwide. maritime SoN obligations under U.S. Code, Title 10, other Federal and International laws and NGA's own regulations. 4. Perform moderately complex or difficult assignments to populate and maintain data and metadata in bathymetry databases, ensuring the accuracy of metadata pertaining to collection source platforms and depth recording devices. 5. Provide customers with conflated and corrected mission-specific data. This position is eligible for an INCENTIVE: The selected candidates may be offered an incentive as part of the offer of employment, based on budget availability. To receive the incentive, the selected candidate must sign a service agreement depending on the approved amount or duration of the incentive. If the employee leaves before the end of the service agreement, the employee may be required to repay a pro rata share amount of the incentive to the government. SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Education: Bachelor's degree from an accredited college or university with major study of at least 24 semester hours in Oceanography or a related discipline such as Biology, Chemistry, Engineering, Geography, Geology, Geophysics, Hydrography, Hydrology, Marine Sciences, Mathematics, Meteorology, Physical Science, Physics, Remote Sensing, plus 20 additional semester hours in any combination of Oceanography, Physics, Geophysics, Chemistry, Mathematics, Meteorology, Computer Science, and Engineering Sciences. Applicants who qualify on the basis of major study in Biology or Geology must have at least 6 semester hours in the major directly concerned with Marine Science or 6 semester hours in Oceanography. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, with 20 additional semester hours in any combination of Chemistry, Computer Science, Engineering Sciences, Geophysics, Oceanography, Mathematics, Meteorology, and Physics, plus experience in the disciplines of Hydrography or Bathymetry that includes marine surveying, the use of current GIS tools, methods of research and analysis, application of hydrographic or bathymetric principles, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -AND- LICENSES/CERTIFICATIONS: Designation as an American Congress on Surveying and Mapping-The Hydrographic Society of America (ACSM-THSOA) Certified Hydrographer, or similar certification is highly desired. PHYSICAL REQUIREMENT: Distinguish principal colors and shades/hues of principal colors; Near visual acuity of 20/20 or better with or without corrective lenses; Far visual acuity of 20/60 or better binocular with or without corrective lenses.
DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
1. Hold a IHO Cat B or higher Hydrography Certification or a NSPS-THSOA Hydrography Certification.
2. Demonstrated experience coordinating with customers and providers of bathymetric source data to develop clear, realistic product and service requests.
3. Demonstrated experience creating bathymetrically enhanced geospatial graphical displays and textual reports.
4. Demonstrated knowledge and experience of ArcGIS, Fledermaus, MapInfo, Qimera, and/or CARIS.
5. Demonstrated experience merging geospatial data and maritime safety information.
