As part of the BLM Oregon State Office, Branch of Engineering, the Civil Engineer provides transportation engineering support and program leadership for the 9 districts located throughout Oregon and Washington (OR/WA). This position serves as the states’ program lead for all activities related to transportation planning, design, and implementation of the FHWA designated transportation systems including roads, bridges, trails, etc. Major responsibilities for this position include:
An Engineer in Training (EIT) Certification is required for the GS-11 grade for this position.
A Professional Engineering (PE) license is required for the GS-12 grade for this position.
Physical Demands: Work requires physical ability to spend long hours in the field involving walking, bending, climbing and carrying survey equipment. Work may require extended periods of long hours in the field during inclement weather. Office work may require long periods of intense concentration while working on reports, programs and calculations, etc. Work efforts involve significant amounts of time in both the office and field, sometimes involving overnight travel.
Work Environment: Office work is performed in a typical office setting with no unusual risks. In the field, seasonal weather conditions vary from over 100 degrees F in the summer to below 0 degrees F in the winter. Exposure to inclement weather conditions, and steep or rough terrain, can create hazardous driving and working conditions. Travel to remote sites during the field season is common, sometimes with overnight stays.

For GS-12: Specialized experience at the GS-11 level should have provided the Knowledge of a wide range of professional civil engineering concepts, principles, standards and practices in order to apply and adapt them to carry out standard and complex engineering projects relating to a wide variety of resources. Examples include: overall design and review, contract administration and acting as the liaison between A & E firms; leads the project layout, including survey, necessary profiles, selection of borrow areas, cross sections when needed, drop structures, etc.; reviews environmental assessments for engineering adequacy and performs field checks to determine adequacy of mitigating measures; prepare reports outlining findings and providing recommendations based on cost benefit ratios, environmental considerations, and sound engineering practices; develops engineering components of work plan submissions for building maintenance and resource management needs and objectives; develop or reviews contract documents, provides contract administration, or works as a mediator to resolve contract problems; represent the office when acting as liaison with local, state and federal agencies on technical matters, project proposals and other engineering issues and concerns.

A. Degree: professional engineering. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
Written Test-- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. The BLM manages more land - 245 million surface acres - than any other Federal agency.
