The incumbent is the organization’s technical expert for the engineering program with full authority to direct design, construction, and maintenance activities. The engineer finalizes all service, supply and construction contracts prior to submitting for procurement in the State Office or at the National Operations Center. This involves review of specifications, preparation of maps and drawings, and reviewing the Purchase Requisitions in the Financial Business Management System (FBMS) and Budget Tools. Reviews Field Office designs, location and staking to determine adequacy of calculations, assumptions, materials, drawings, building codes and policies, estimates of quantities and costs. The engineer reviews route and environmental analysis developed by the District and Field Offices to insure that designs consider and correct adverse impacts. The engineer issues policy on technical designs and trains Field Office personnel on design principles.
This position has a positive education requirement which requires that you have a degree in professional engineering OR a combination of education and experience.
The incumbent must possess and maintain a license as a Professional Engineer (PE) that is accepted and has reciprocity throughout the States, in order to provide designs that safeguard life, health, and property.
You will need to clearly state your undergraduate/graduate degree(s) and submit your college transcripts or a listing of your college courses that includes hours and grades.
Basic education requirement: Degree in professional engineering.
To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B) Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be in accordance with the Qualification Standards set by OPM.
Selective Placement Factor: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element.

Specialized experience is defined as experience performing all the following phases of an engineering project: project initiation, project planning, surveying, cost analysis, project review, project closeout, and project management of design and construction work. Prepare contracts for facilities, range and wildlife projects, and road construction projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
