The Bureau of Ocean Energy Management (BOEM) manages the exploration and development of the nation's offshore resources. It seeks to appropriately balance economic development, energy independence, and environmental protection through oil and gas leases, renewable energy development and environmental reviews and studies. BOEM’s Office of Environmental Programs (OEP) is responsible for assessing the environmental impact of OCS development and providing guidance concerning the place, time, and nature of activities to be authorized. The Program informs decision-makers and the public about potential environmental impacts of OCS energy and mineral resource development, how to prevent or mitigate those impacts, and how to monitor impacts and measures for environmental protection.
The incumbent serves as a senior advisor within the Branch of Physical and Chemical Sciences in the Division of Environmental Sciences. The Branch provides oversight and coordination for Physical and Chemical Science research for the BOEM Environmental Studies Program.
Major duties of this position include, but are not limited to:
1) Expert advisor on physical and chemical oceanography, air quality, marine acoustics and oil spill modeling.
2) Consult across all BOEM regions and offices to develop and coordinate plans of action to address environmental issues and concerns.
3) Serve as a BOEM representative to federal and non-federal scientific organizations to coordinate activities, exchange information, review projects and proposals, and develop, evaluate, and implement policy and procedures.
4) Coordinate and consult with Departmental offices and other federal agencies and non-federal institutions to identify cross-cutting environmental study needs and concerns of mutual interest.
5) Draft reports and briefing materials on environmental issues, initiatives, and cooperative efforts for the Chief, Division of Environmental Sciences and the Chief Environmental Officer (CEO).
6) Manage and provide leadership for a portfolio of Environmental Science Program studies, ensuring that projects are well managed and executed.
BOEM has determined that the duties of this position are suitable for situational and emergency telework only. Supervisory approval is required.

(1) Basic Educational Requirements (Physical Scientist-1301):
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as demonstrated experience:
1) Utilizing an in-depth knowledge of physical oceanography, atmospheric science, and acoustics theory and field approaches to advise on environmental impact studies.
2) Coordinating with federal ocean agencies regarding plans of action that address environmental issues and concerns.
3) Participating in the federal procurement process for environmental or scientific projects.
4) Applying the principles and methods of numerical modeling for ocean circulation, atmospheric circulation, and acoustic propagation.
Must meet all four.
There is no substitution of education for experience at the GS-15 level.
