As an Environmental Protection Specialist, you may:
Provide guidance and advice to states, Regional staff, and field offices on matters related to the development, execution and maintenance of coal mining regulatory programs and abandoned mine land reclamation programs.
Review, analyze, and make recommendations on highly complex State regulatory program amendments and revisions to Abandoned Mine Land Reclamation (AMLR) Plans to ensure the Surface Mining Control and Reclamation Act (SMCRA) provisions are met.Serves as the Information Collection Clearance Officer (ICCO) providing assistance to headquarters initiatives to collect data in response to the requirements of the Paperwork Reduction Act of 1995, Office of Management and Budget (OMB) directives and other applicable legislation.
Research state laws and rules to determine if they are as effective as Federal standards; analyzes proposed state program amendments to determine their adequacy; provide review findings and recommendations for decisions and development of notices for publication in the Federal register, and review OSMRE grant requests and provides recommendations.
Review formal and informal state program amendment submittals, respond to questions, and provide guidance to state programs; prepare Federal register notices for publications of meetings, and conferences in regard to the National Environmental Policy Act (NEPA), lands unsuitable for mining petitions, and proposed rule changes; review, analyze, and process petitions to designate or terminate certain lands unsuitable for mining.
Leads and mentors junior staff and others related to the review and processing of State program amendments, Abandoned Mine Land (AML) grants and the revision of State regulatory programs and Abandoned Mine Land Reclamation (AMLR) plans.
GS-13: Applicant must possess one year of specialized experience with the particular knowledge, skills and abilities to perform successfully the duties of the position, that are typically in or directly related to the position to be filled. To be creditable, specialized experience must have been equivalent to the GS-12 grade level in the Federal service, or comparable pay band system. Qualifying experience may be obtained in the private or public sector. Specialized Experience is defined as: providing advice and guidance on environmental laws, regulations, policies, and practices (i.e. National Environmental Policy Act (NEPA), Environmental Policy Act, Energy Policy Act, Clean Water Act, National Historic Preservation Act, and Endangered Species Act) that affect coal mining, abandoned mine land reclamation and reclamation operations; ability to amend and revise state regulatory program Abandoned Mine Land Reclamation (AMLR) Plans; ability to collect data in accordance with the Paperwork Reduction Act of 1995, Office of Management and Budget (OMB) directives for proposed environmental rules; ability to review coal mining, reclamation and Abandoned Mine Land grants; review and analyze proposed regulatory programs and amendments, including Federal Register notices to describe why proposed program requirements do or do not comply with applicable Federal environmental laws or regulations pertaining to coal mining; ability to lead or guide a team of employees and monitor their progress towards achieving environmental.
