The position serves as an IT Specialist in the Office of Information and Security Services (ISS), division as assigned, branch as assigned. Incumbent is responsible for providing specialized and technical IT services within the areas of data analysis and design.
The following are the duties of this position at the GS-12. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this developmental position.
- Participate in Information Technology (IT) development and system enhancement projects. The work involves supervised data design and flow, testing, and documentation.
- Periodically serve as a data design lead on tasks involving significant portions of major development projects, and smaller scale redesign efforts of existing systems.
- Analyze adequacy of customer requirements, identify technical system requirements, and determine if system requirements are testable. Obtain clarification of vague requirements, and scope. Assist project manager, and customers, in defining and revising requirements and scope.
- Participate in the development and evaluation of the design strategy for assigned system development projects, leading to the development of data design specifications. Data design specifications include database design, data conversion plan, data model, data access process specifications, and table definitions.
- Participate in the development and execution of data validation during systems integration testing to ensure that system design specifications are met.

To be eligible for the Recent Graduates Program, applicants must have, within the previous 2 years*, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application. *Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.
To qualify for the GS-07 level, you must meet the following requirements.
A. Education: You may substitute education for specialized experience as follows:
1 full year of graduate level education or superior academic achievement. Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit. Undergraduate or Graduate Education should be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
B. Experience: Specialized Experience: You may qualify with one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.
Specialized experience for this position includes one year of specialized experience at a level of difficulty and responsibility at the GS-5 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience performing work that involves the planning, development, implementation, and administration of systems for the acquisition, storage, and retrieval of data to develop and administer databases. Examples of such experience for the GS-05 level could include:
- Translating detailed logical steps, developed by others, to generate reports in response to customer requirements, using language codes that computers accept ; OR
- Interviewing subject matter personnel to get facts regarding work processes to assist with returning disrupted systems to normal operations, and compiling documents with findings; OR
- Operating computer consoles where this involves choice among various procedures to maintain operations, in response to machine commands or unscheduled halts; OR
- Scheduling the sequence of programs to be processed by computers where alternatives must be weighted with a view to production efficiency.
AND
In addition to meeting specialized experience, applicants must have proficiency in each of the four competencies listed below.
- Attention to Detail, such as assisting with evaluation of new applications.
- Customer Service, such as coordinating for the installation or upgrade of technologies.
- Oral Communication, such as communicating with internal customers on job related matters.
- Problem Solving, such as assisting a Team Lead prepare reports and/or planning documents.
The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
