Develops communication plans by considering such items as specific topics or aspects to emphasize, the most effective media to use in communicating with intended audiences, and the kind of information various groups want or need.
Develops outreach plans and campaign materials including fact sheets, news releases, feature articles for magazines and trade papers, radio and television scripts, motion pictures and other materials.
Uses a variety of methods and techniques in achieving communication goals on the most routine and the most controversial of subjects, such as news releases, radio and television scripts, feature articles, personal appearances, new conferences, exhibits, brochures, pamphlets, etc.
Develops and transmits written, oral and visual informational materials designed to reach multiple audiences through the news media, such as wire services, radio, television, newspaper to enhance the understanding of certain attitudes and practices advocated by the organization for the planned and efficient use of natural resources.
Establishes and maintains effective working relationships with representatives of the print and broadcast media and national organizations interested in fish and wildlife conservation.
Advises management officials of the information that should be made available to the public or approaches to take to attain program goals.

Qualifications

To be found qualified at the GS-11 grade level, you must meet the basic requirements specified under either A, B, or C below.
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service (obtained in the public or private sectors). Specialized experience for this position/grade is defined as:

Successful completion of a Ph.D. (or have three full years of progressively higher-level graduate education leading to a Ph.D.) in a field directly-related to journalism, communications, or another field directly related to public relations that provided the knowledge, skills, and abilities necessary to do the work of this position. Three years of graduate education is considered to be the number of credit hours that your graduate school has determined to represent three academic years of full-time study. If you do not document your school's definition, 54 semester hours (or 81 quarter hours) is considered as satisfying the requirement for three years of full- time graduate study. NOTE: To qualify under this option you must submit transcripts (official or unofficial) to verify your education.
C. Combination of qualifying specialized experience as described in response A and qualifying graduate education as described in response B that equals 100 percent of the GS-11 requirement. Only education beyond the second graduate year can be considered in this calculation. To combine education and experience, convert quarter hours to semester hours by multiplying by the fraction 2/3. Then, divide your number of graduate semester hours in excess of the first 36 hours by the number 18 (or the number your school uses to represent one year of graduate education). Divide months of qualifying specialized experience by 12. These two numbers must equal 100 percent when combined. NOTE: To qualify under this option you must submit transcripts to verify your education and include proof of your experience in the text of your resume.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-12. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
