ABOUT THE POSITION
Under the direction of the OCR Director, the Deputy Director for Health Information Privacy (HIP) leads, coordinates, and manages the overall operations of all aspects of OCR's privacy, security, and breach notification work under the Health Insurance Portability and Accountability Act of 1996 (HIPAA), the Patient Safety and Quality Improvement Act of 2005, the Genetic Information Nondiscrimination Act of 2008 (GINA), the Health Information Technology for Economic and Clinical Health (HITECH) Act of 2009, the 21st Century Cures Act of 2016, and their implementing regulations to carry out OCR's nationwide outreach, compliance, and enforcement programs to ensure the protection of health information (referred to collectively and generically as "HIPAA Privacy and Security"" throughout this announcement).
The Deputy Director leads the Department's day-to-day HIPAA Privacy and Security program operations, including policy development and administrative rule-making and regulation interpretation; and provides technical assistance and coordination of OCR regional operations to ensure consistency in HIPAA Privacy and Security compliance activities and application of policies.He or she serves as a principal player in the development of Departmental policies, legislative and regulatory proposals, and special OCR initiatives to ensure the protection of health information, and advises the Secretary, Director of the Office for Civil Rights, and other senior policy officials within HHS on HIPAA Privacy and Security policies and the application of regulations promulgated by OCR.
The Deputy Director works closely with the Director, OCR, in the overall planning, organization, and formulation of policy and procedures of OCR, and HHS-wide health privacy and security policies. He or she reviews materials directed for approval or signature by the Director and the Secretary.
The Deputy Director represents the Director and OCR on health information privacy and security matters, and coordinates work where problems and issues involve more than one component of the HHS.
As a member of the Department's executive management team, the Deputy Director exercises considerable independence and establishes and maintains relationships concerning health information privacy and security issues at a number of senior management levels.
Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.
Probationary Period:
Selectee must serve a one-year probationary period unless s/he previously completed one year the Senior Executive Service.
