The Director of the Earth Science Division (ESD) reports directly to the SMD Associate Administrator (AA) and provides essential support in planning, presenting, and implementing the $1.9 billion/year Earth Science Program to NASA senior management, the Office of Management and Budget (OMB) and other Executive Office stakeholders, and Congress. In partnership with the other SMD Directors, the incumbent supports the AA in providing the overall guidance, strategy, advocacy, and budget for NASA's Science Program.
The incumbent will be an active member of the SMD leadership team and will help coordinate and align key functions and activities across all of SMD. Contributions include, but are not limited to, developing cross-disciplinary research and analysis programs, developing and implementing policies that create high-quality and effectively managed programs across SMD, and continually improving the management of the SMD mission portfolio. The incumbent will be expected to provide feedback throughout all of SMD's efforts to develop the highest quality and most innovative science program for NASA and the nation.
Specific Responsibilities include:
- Leading a Headquarters division of approximately 75 people, including scientists, engineers, and administrative professionals who help plan and manage NASA's Earth Science Program within SMD, consistent with and leveraging interagency and international activities. NASA's Earth Science Program is comprised of four elements: flight, research, applied sciences, and technology, with the ultimate objectives of understanding our planet as an integrated system, and developing and testing applications that transform measurements and process understanding into societal benefit for the nation and all humankind. Spaceborne flight mission development from advanced concept studies, to flight hardware implementation, to on-orbit operation is managed by the Earth Science Division (ESD) through the Earth Systematic Missions and Earth System Science Pathfinder Programs. ESD plans, solicits, funds, and manages competitive and directed research, applications, and technology efforts through its respective Earth Science Research and Analysis, Applied Sciences, and Earth Science Technology elements. Together, these non-flight activities involve management of approximately 1700 grants and contracts at any time.
- Developing budgets, policies and balanced priorities for the full set of programs and activities under his/her cognizance, including providing scientific and technical leadership required to guide implementation of relevant activities and flight projects at the NASA Field Centers, other Government research laboratories, academia, and private industry.
- Ensuring an effective and innovative portfolio of research and analysis of Earth observation data and dissemination of results of the studies to the scientific community and general public through scientific publications, symposia, colloquia, press conferences and releases, and other means of communication including social media.
- Serving as a liaison with the scientific and applications communities through advisory committees and other entities such as the National Academies of Sciences.
- Coordinating NASA's Earth Science activities with other federal agencies and the international community. This includes determining specific levels and scopes of NASA technical and representational activities; strategic development, maintenance, and evolution of a large set of international bilateral partnerships; and participation and leadership in international multilateral scientific and satellite mission coordination efforts.
- Formulating a balanced portfolio of future programs, and developing a realistic and integrated implementation strategy consistent with available resources, stakeholder as well as scientific priorities, and agency and national objectives to expand substantial involvement of commercial and private sector partners.
- Managing the ESD organization at NASA HQ, including selection of employees, assignment of duties, evaluation of employee performance, planning of employee training, and recommendation of awards, promotions, discipline and adverse actions. Candidates must possess the following basic requirements:
1.Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics;
or
2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
PhD and at least 10 years of demonstrated experience as a researcher and/or practitioner in Earth Science and/or Applications activities involving remote sensing preferred.
