The incumbent serves as the Executive Director and manages a large, multi-faceted shared services team as well as proactively leads the overall planning and coordination of decision-making on human resources, budget, procurement, general support services and information technology (IT) for each Bureau and office; as well as a wide variety of strategic planning, administrative, and internal controls functions; S/he overseas Bureaus’ 500 million dollar international exchange grants management process and monitoring. The incumbent makes authoritative recommendations, exercises professional judgment, initiative, and executive leadership while directing, coordinating, molding, and representing the various organizations’ programs and initiatives.
S/he serves as the principal advisor to the Assistant Secretary and the Principal Deputy Assistant Secretary (PDAS) of the Bureau of Educational and Cultural Affairs (ECA), the Coordinator and the Principal Deputy Coordinator of the Bureau of International Information Programs (IIP), the Director of the Under Secretary for Public Diplomacy and Public Affairs’ Office of Policy, Planning and Resources (R/PPR), and the Coordinator of the Global Engagement Center (GEC).
This position is a drug-testing designated position subject to random testing for illegal drug use. Appointment will be subject to the applicant's completion and favorable adjudication of a background security investigation. The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

I have led in the development, coordination and execution of organization-wide administrative policies and processes in the areas of strategic planning, financial management and budget execution, human resource management, information technology management, procurement and administrative services within a shared services environment.
2. I have demonstrated expertise acquiring and administering human, material and information resources, including a large budget, to accomplish a large and diverse organization’s mission. This includes advocating for the organization’s mission, vision and objectives to other organizations or agencies.
