About the Position:
This position is with the US Army Engineer District, Rock Island, Project Management Branch. The incumbent serves as the program manager for the Upper Mississippi River Restoration Program. This Program includes ecosystem restoration and resource monitoring and coordinates closely with multiple Federal and State Agencies. The Rock Island District Headquarters is in the Clock Tower Building on Arsenal Island in Rock Island, IL. Rock Island is part of a metropolitan area known as the Quad-Cities. The Quad-Cities rests on the banks of the Mississippi River and has a total population of approximately 400,000.

The incumbent will work under the very general direction of the Chief, Project Management Branch performing the following duties:
- Providing expert program management for critical habitat restoration projects, resource monitoring, and program elements necessary to successfully administer a nationally significant ecosystem restoration program.
- Assuring the efficient, effective, and timely accomplishment and coordination of the planning, design and construction phases.
- Preparing, presenting and testifying on behalf of the District before state and local governments, contractors, other agencies, and Congress.
- Coordinating the preparation of the project budget; the preparation of various cost, milestone, and management reports; and the staffing of internal and external reviews.
- Serving as the District's primary point of contact with sponsors and stakeholders.
- As the project manager; reviewing and evaluating the status of projects for attainment of objectives; plans, programs and overseeing cost and schedule execution of the planning, design, and construction of projects in coordination with the functional chiefs of each area to assure that the projects are completed within guidelines and objectives.
- Representing the District when dealing with the local, state and federal authorities for the project and is responsible for furnishing authoritative responses to project questions and issues.
- Participating, with key District personnel, in defining project goals and in preparing a master plan for accomplishment.
- Making major plans and programming decisions that affect long and short range courses of critical action for the projects.

Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.
Biologist: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Or, B. Architect: A. Education
