Duties
Employee will serve as a Librarian (Biological & Medical Sciences) assigned to Library Service located at the North Texas Veterans Health Care System in Dallas, TX. Duties will include, but may not be limited to the following:
- Administration: plans, operates and administers the library program utilizing knowledge of medical librarianship. Develops and maintains library collection, resolving complex serials (journal) problems, and ensures computerized databases are up-to-date with current materials. Performs descriptive, cataloging and classification of materials. Ensures compliance with Joint Commission directives/standards as they apply to medical library program. Promotes the library through briefings, newsletters, effective contacts and serves liaison for sharing resources. Monitors fund control activity for the budget; determines equipment, materials, and library items needs.
- Reference/Research: Conducts comprehensive and complex searches of medical literature utilizing knowledge of National Library of Medicine (NLM), Online Computer Library of Congress (LC) terminology and indexing schemes, printing indices, and computerized optical disk databases, and use of a variety of medical subject heading structures, medical terminology, logic of search formulation, and coverage in terms of years, languages, information, formats, and subject specialties. Reformulates search strategies, provides answers to requests for biomedical information (e.g., factual data, statistics, biographical/bibliographic information), often necessitating contacts with Center for Disease Control or various agencies of the National Institute of Health. Provides readers advisory services and advice on selection of books and periodicals within their fields. Maintains an extensive reference collection of indexes, abstracts, directories, almanacs, dictionaries, handbooks, drug formularies covering clinical and military medicine and health care services. Maintains and oversees an extensive automated interlibrary Loan Program conducted throughout various healthcare systems, other regions, external library programs and locations. Trains hospital staff on the based use of automated indices and computerized texts, journals and programs.
- Technical: Oversees the selection, acquisition, and cataloging of books and serials.
- Audio/Visuals: Develops and maintains extensive audio and visual collections to support the training and continuing medical education needs of hospital staff. Collection is based on professional expertise and input from managers and consists of video tapes slides, other media, audiovisual materials deemed suitable to support a wide spectrum of medical specialties and professions. Develops a policy for acquisition of audiovisual material for reference and circulation.

BASIC REQUIREMENTS (TRANSCRIPT REQUIRED): Applicants must meet the requirements specified in paragraphs A or B below:
A. Completion of 1 full academic year of graduate study (or higher) in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree related to the position. (Bachelor-level transcript must confer degree awarded related to the position and Graduate-level transcript must show 1 full year (18 semester hours) in library science).
Since many libraries are highly specialized, some librarian positions require a knowledge of a specialized subject or field of endeavor. Also, since materials in libraries are often in foreign languages, some librarians must have a proficient knowledge of one or more foreign languages. For such positions, applicants must meet requirements that are directly related to the subject matter or language of the specialization. These requirements are in addition to the basic professional library science requirements that apply to all positions. However, these requirements may be included in or supplemental to those specified for all positions. The following specializations are authorized: biological, medical, social or physical sciences, education, fine arts, business and industry, humanities, law, music, engineering, and the Germanic, Slavic, Oriental, Semitic, or Romance languages.

B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
ADDITIONAL EDUCATION AND EXPERIENCE REQUIREMENTS: In addition to meeting the basic entry qualification requirements, applicants must have directly related education and/or specialized experience in the amounts required for this Librarian (Biological & Medical Sciences) GS-10 grade level as specified below:
A. Requires one year of specialized experience equivalent to the GS-9 grade level in the Federal service. Experience must have demonstrated the ability to perform, supervise, or direct one or more of the functional areas of work covered by this series; to understand the concepts, theories, new developments, and co-relationship of information in related fields; and to maintain up-to-date information on the state of the art. For positions where foreign language proficiency is needed, applicants must be able to read and/or translate material in the appropriate specialized subject-matter field.
