This position is located in the Office of External Affairs, Intergovernmental Affairs Division in the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA). IGA's mission is to ensure effective coordination, planning, communication and outreach of FEMA programs with elected officials and key personnel of tribal, state, local and territorial governments and organizations. This position starts at a salary of $66,510 (GS-11) with promotion potential to the $79,720 (GS-12). In this position, you will support Intergovernmental Affairs (IGA) activities and External Affairs (EA) coordination functions. Support of FEMA tribal engagement through completion of tasks assigned to the Tribal Affairs Branch and supports the engagement efforts of the National Tribal Affairs Advisor (NTAA). Assists in the organization of communications activities related to and in coordination with EA divisions, regional EA staff, regional tribal liaisons, and FEMA related program offices.
Typical assignments include:
You qualify for this position at the GS-11 level (starting salary $66,510) if you possess the following:
One year of full-time, specialized experience equivalent to at least the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience MUST include 1) experience as liaison with tribal leaders or their equivalents (tribal officials or tribal emergency managers), or as a subject matter expert for tribal issues related to emergency management, homeland security or emergency services policy, AND 2) experience directly supporting the provision of agency and/or program information to tribal officials.
OR
Ph.D or equivalent doctoral degree;
OR
3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related;
OR
a combination of education and experience.
You qualify for this position at the GS-12 level (starting salary $79,720) if you possess the following: One year of full-time, specialized experience equivalent to at least the GS-11 grade level in the Federal service (obtained in either the public or private sectors).
