Non-supervisory duties include but are not limited to:

  • Oversees comprehensive Supply Service Acquisition program for Department of the Navy's (DON) CNIC NAF enterprise.
  • Oversees the development of acquisition policies, procedures, and instructions; the NAF training and warrant program related to supply services; and the NAF Purchase Card Program for CNIC (N9) and Office of Secretary of Defense (OSD) (PR) organizations worldwide.
  • Provides procurement guidance ( e,g,, proper procurement procedures, administration of NAF funds related to supply service procurement) and Procurement Management Review (PMR) assistance to CNIC and OSD organizations worldwide.
  • Obtains and analyzes procurement data from CNIC organizations for worldwide and regional planning, consolidation, and standardization of procurement actions.
  • Responsible for all contract negotiations relating to N945 including but not limited to: serving as advisor on administration of contracts; overseeing all aspects ( e.g., preparation/distribution of solicitations, evaluating/negotiating offers received, awarding of contracts) for major and multi-installation supplies and services contracts.
  • Serves as the CNIC HQ NAF Contracting Warrant authority for Supply/Service contracts.
  • Serves as the N945 principal representative in dealing with the Air Force NAF Procurement Office; Army Morale, Welfare and Recreation (MWR) Contracting Office; Navy Exchange (NEXCOM) Contracting Office; and Marine Corps Community Services (MCCS) Contracting Office.
  • Handles and resolves complex issues/problems related to supply services acquisitions.
  • Maintains the annual NAF Acquisitions Branch budget and develops Acquisitions' operations financial strategies by estimating, forecasting, and anticipating requirements.
  • Oversees the NAF Purchase Card and NAF Fleet Card Program dealing with purchase card and fleet card accounts, program operating procedures, contacts with Agency Program Coordinators at NAF activities worldwide, and assessing program policies and functions.
General duties include but are not limited to:
  • Develops communication materials as needed related to branch functions.
  • Participates in regional communications sessions with CNIC staff, managers, and/or employees to present information on subject area topics.
  • Develops and presents subject area specific training to both internal and external customers as needed.
  • Prepares and analyzes functional area specific reports.
Supervisory duties include but are not limited to:
  • Directs work to be accomplished by staff;
  • Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities;
  • Conducts annual performance reviews of staff;
  • Participates in branch staffing decisions;
  • Ensures staff receives proper training to fulfill requirements of their positions;
  • Addresses potential disciplinary apd/or performance issues timely and takes appropriate, corrective action(s) as necessary; and,

  • Directly supervises between 12 and 15 NF-03 to NF-05 employees in various classifications ( e.g., Procurement Technician, Contract Specialist, Program Analyst).

  • Must be willing to relocate to reside within the local commuting area (50-mile radius) of Naval Support Activity (NSA) Mid-South, Millington, TN.

Qualifications

A qualified candidate possesses one the following:

  • A 4-year course study leading to a bachelor's degree in a relative field.
  • At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
A qualified candidate must also possess the following:
  • Four years of specialized experience with Acquisition programs (including contracting and procurement) to include the development and implementation of new policies, procedures, and instructions.
  • Knowledge of contract administration and termination techniques.
  • Knowledge of price/cost analysis techniques.
  • Knowledge of contract types, methods, and techniques.
  • Knowledge of CNIC organizational structure and mission(s) of organizations.
  • Knowledge of Federal and Agency contracting laws and policies, theories,
  • principles, practices, and techniques of contracting operations.
  • Knowledge ofNAF and APF contracting requirements related to procurement of goods, services, and construction within a government environment.
  • Knowledge of NAF Purchase Card Program policies and procedures.
  • Knowledge of NAF Fleet Card Program policies and procedures.
  • Ability to analyze and evaluate audit reports, regulations, and other relevant material as a basis for developing and implementing departmental guides or procedures.
  • Ability to oversee a functionally specific acquisitions program and provide guidance to staff on program requirements, processes, and procedures.
  • Knowledge of CNIC's EEO policy and procedures.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
  • Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch.
  • Ability to develop and effectively deliver presentations and/or training.
  • Ability to perform the full-range of supervisory duties.
  • Ability to communicate effectively both orally and in writing.

Education

A qualified candidate possesses one the following:

  • A 4-year course study leading to a bachelor's degree in any field.
  • At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Additional information

This position is located in Millington, TN. If selected, relocation to the local commuting area (50 miles) is required. You may qualify for reimbursement of relocation expenses in accordance with agency policy.

Salary is dependent on experience and/or education. Offered salary is inclusive of duty location locality pay.
