This position is located in the, MWR Department, Commander Fleet Activities, Sasebo, Japan. The incumbent manages the Sailing and Outdoor Adventure Center and is responsible for planning, developing, organizing, implementing and evaluating a base-wide community Sailing and Outdoor Recreation Program for both adults and youth.

-Develops and maintains a comprehensive outdoor recreation program that includes scheduling, organizing, publicizing, directing and evaluating both recurring and non-recurring activities. Coordinates special events and joint community programs that ensure use of facilities and other resources. Program elements include:
-Instructional classes in a variety of outdoor skill areas including but not limited to; sailing, canoeing, camping, cycling, and fishing.
-Instructs individual participants and groups in those activities for which the employee has technical expertise. Arranges volunteer or service contract instructors in areas the employees are not qualified to instruct.
-Coordinates outdoor field experiences related to above skill training, such as outing and trips, including day and weekend trips.
-Continuously evaluates the effectiveness of ongoing outdoor recreation activities from the standpoint of participant response, resources, unforeseen developments
and program objectives. Adapts and varies program activities as needed, in light of findings.
-Is responsible for management and oversight of the sailing center, the recreation equipment rental center, picnic areas and outdoor recreation.
-Assist in supervising the effectiveness of full-time maintenance personnel, various volunteers, contract personnel and several seasonal sailing center attendants. Supervisory responsibilities involve assisting with recruitment, interviewing, selection, orientation, training and evaluation.
-Assist with the preparation of the annual operating budget for inclusion in the overall MWR Department budget submission. Budget requests are based on a needs assessment of the population served and include projected payroll, equipment, awards, training, travel and lodging, maintenance and upkeep of facilities. Estimates of projected income and derived from fees, charges and other miscellaneous revenue generating initiatives. Budget submissions must meet assigned self-sufficiency requirements.
- Submits requests for procurement of all supplies and equipment necessary to support programs. Ensures that established internal controls are maintained to protect income, minor property, fixed assets, resale merchandise, supplies, records etc.
- Assures that fire, safety, security and sanitation inspections are conducted, and routine maintenance of facilities is performed. Takes remedial action as applicable to correct deficiencies. Ensures work requests for Public Works support are submitted through internal MWR management channels and monitors completion.
- Assist in the planning and design of construction projects that include facility renovations and new construction.
- Maintains telephone and personal contact with responsible representatives of the command, special interest groups, local community officials, civic organizations and school officials. Represents the MWR Department at conferences, seminars, discussions and formal/informal meetings attended by all levels of personnel.
- Resolves complaints from patrons and solicits feedback to improve quality of service provided.
-Coordinates program efforts with managers of other recreation areas, such as the athletic director, travel and tours director, etc.
-Performs other related duties as assigned.
