In this position you will work as a member of the Mount Weather Emergency Operations Center (MWEOC), Emergency Services Division, Fire Services Branch. MWEOC is located in the Blue Ridge Mountains of Virginia, approximately 60 miles west of Washington, DC. Duties

Help

All MWEOC staff have emergency assignments and are considered deployed in place. Exercises and activations are planned and unplanned, and may require long hours, nights, weekends and holidays.

All MWEOC employees are: (1) required to use a government-issued electronic device (to include cellular phones); (2) subject to recall during emergency situations; and (3) required to perform work in locations both above and below ground.

What will I do in this position if hired?

In this position, you will serve as a Security Specialist responsible for performing administrative and operational duties associated with security programs and compliance involving physical, operational, industrial, administrative security, communications, information systems and security programs. This position maintains a Special Deputation from the United States marshals Service. .

Typical assignments include:

  • Conducting protective service operations responsible for the handling and protection of officials.
  • Performing uniformed law enforcement work in the protection of life, property, and the rights of individual citizens while enforcing and assuring compliance with statutes, laws, government facility rules and regulations and civil rights of all persons on property.
  • Performing instructional duties that include but not limited to, tactical combat casualty care, firearms, defensive tactics, driving protective service operations, small unit tactics, active shooter, non-lethal training ammunition, specialized weapons, etc.
  • Contributing to development and recommendations for security operations, policy, procedures and directives.
  • Performing extensive risk management activities including conducting security surveys, inspections, and compliance reviews in accordance with applicable laws, regulations, Presidential Directives, Executive Orders, interagency directives, DHS and component policies.
The employee will be required to carry a firearm while performing duties of this position. Must complete in-service requirements and weapons qualification for the enforcement of arrest authority as conferred under 40 U.S.C. 1315 authority. This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.

Required to complete Uniform Police Training Program, or equivalent FLETC basic police training program within one year of appointment.

At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Promotion Potential: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

Key Requirements:

Security Specialist Requirements:
  • Drive a vehicle and maintain a valid State license.
  • Pass a pre-employment & yearly physical exam and maintain a specified medical profile.
  • Required to wear a uniform.
  • Carry firearms or other weapons authorized for their specific jurisdiction & to periodically re-familiarize themselves with authorized weapons and demonstrate skill and proficiency in their use.
  • Maintain access and rights to assigned classified communications systems.
  • Complete Derivative Classification training during in-processing and must recertify every two years.
  • Maintain Homeland Security Presidential Directive (HSPD)-12 Identity Management System (IDMS) function access and rights.
  • Maintain Integrated Security Management System (ISMS) access and rights. Required to maintain National Crime Information Center (NCIC).
  • Enforce Real ID Act Title II.
  • Required to be CPR and AED certified as well as be familiar with Hazmat Operations.
  • Wear apparatus, Kevlar helmets, gloves, boots, glasses or goggles and ballistic and tactical gear. May be required to work overtime and shift work (Night Shift).

Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 days of the closing date of this announcement.

To qualify for this position at the GS-09 level, you must possess one full year of specialized experience equivalent to at least the GS-07 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

  • Assisting with evaluation of security programs;
  • Performing liaison functions for security program matters;
  • Assisting with assignments involving physical security systems, components such as installation, removal, maintenance or inventory.

Master's or equivalent degree;
OR
2 full years of progressively higher level graduate education leading to such a degree;
OR
LL.B or J.D., if related

OR
A combination of education and experience described above, which meets 100% of the qualification requirement.

To qualify for this position at the GS-11 level, you must possess one full year of specialized experience equivalent to at least the GS-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

  • Performing security program evaluations;
  • Analyzing and inspecting security system controls for a facility;
  • Reviewing facility engineering designs and drawings to identify security deficiencies;
  • Developing standard operating procedures.
