Vice Procurement Services Executive (Vice PSE), serving as the Deputy Director, Defense Information Technology Contracting Organization (Deputy Director, DITCO), and serving as the DISA Senior Services Manager (SSM). The incumbent serves as the principal advisor and functional authority to the Procurement Services Executive (PSE) and is delegated to serve as the Head of Contracting Activity (HCA) in the absence of the PSE; and assists in providing executive oversight for strategic and long range planning on all aspects of procurement of telecommunications systems and services and information technology and cyber products and services, valued over $7B in annual obligations and a contracts portfolio valued over $120B. The PSE/HCA organization is responsible for all DISA procurement activities and actions.

Major duties and responsibilities include, but are not limited to:

a. Serves as Vice PSE at DISA; supervises and/or oversees a GS-15 civilian Deputy Director; supervises and/or oversees four GS-15 Head of Contracting Offices (divisions), representing multiple locations worldwide, including Europe, Southwest Asia, the Continental United States, the National Capital Region, and INDOPACOM. Incumbent also supervises and/or oversees two staff division Chiefs in the Procurement Directorate.

b. Provides leadership for all personnel in the Procurement Directorate, as well as all mission partners requiring procurement support. Mission partners include DISA, other DoD agencies, Military Departments (MILDEP), and other federal agencies.

c. Under the supervision of the PSE/HCA, leads as the Deputy Director, DITCO, and is the Source Selection Authority for competitive procurements over $500M.

d. Provides overarching direction and guidance for all contract actions and other transactions for both internal and external DISA mission partners.

e. With the PSE/HCA, leads and directs the development and promulgation of plans, policies and procedures for (a) procurement and contract administration of highly complex, high value information technology, communications systems and networks; (b) procurement and contract administration of telecommunications services, cyber and information technology for all DoD and other government agencies.

Qualifications

To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs), Technical Qualifications and other qualifications, if applicable, listed below.

BASIC REQUIREMENT FOR 1102 SERIES:
At least four years' experience in an acquisition position in the Department of Defense or in a comparable position in industry, government; be Level II OR Level III Certified; And must have a baccalaureate degree and 24 semester credit hours in the following disciplines (accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management) OR must have completed 24 semester credit hours in related field of Contracting and have 12 semester credit hours from the business disciplines listed above:

EXCEPTION: The requirement for meeting education standards for Acquisition Corps membership, identified above, shall not apply to any employee who, on 1 October 1991, had at least 10 years of experience in acquisition positions, comparable positions in Government agencies or the private sector; or has less than 10 years of acquisition experience and was serving in an acquisition position as of 1 October 1991, and possess 24 semester credit hours from the business disciplines listed above.

EXECUTIVE CORE QUALIFICATIONS (ECQs):
Applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. You are required to respond to all ECQs. If you fail to do so, you will be rated as 'ineligible.' Additional information on the ECQs is available at www.opm.gov/ses/recruitment/ecq.asp. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Please limit your written statements to 2 pages per ECQ (maximum 10 pages for all ECQs)

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.

MANDATORY TECHNICAL QUALIFICATIONS:
All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements up to 2 pages per technical qualification (maximum 6 pages for all MTQs).

MTQ 1.
Comprehensive knowledge of procurement statutes, regulations, policies, and procedures sufficient to provide oversight for agency-wide procurement responsibilities.

MTQ 2. Experience in integrating internal and external procurement/policy issues (i.e. understanding the impact of procurement activities and coordinating efforts with internal offices, other government agencies, and industry groups on varied, complex, and controversial technical issues).

MTQ 3. Experience in resource management, acquisition and program management, procurement and administration including experience in budget formulation, execution and resource forecasting, and long-term and short-range resource and program planning, and creating and implementing organizational vision and strategic plans.

DoD Joint Enterprise-wide Experience: Possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences.

  • This is a Critical Acquisition Position (CAP) and a Key Leadership Position (KLP). In accordance with DoD Instruction 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development Program, the incumbent must possess Acquisition certification in the Contracting Functional Area at the Professional Functional Tier and meet all other KLP requirements prior to entering this position. Upon entry into this position the incumbent must complete and sign DD Form 2889, Critical Acquisition Position Service Agreement Key Leadership Position (KLP). The DD Form 2889 is a written agreement to remain in federal service in the position for at least three years. In signing such agreement, the incumbent does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment. Any deviation from KLP requirements can only be waived by the Component Acquisition Executive. The incumbent must also achieve 80 hours of Continuous Learning Points (CLPs) every two years in accordance with the 4th Estate Director for Acquisition Career Management (DACM) Common Continuous Learning Cycle (unless prorated) from the time they are appointed to an Acquisition Workforce position, both while working toward and after obtaining the required certification. Professional Certification in the contracting career field is required before appointment to this position.
  • The incumbent is required to comply with the provision of the Ethics in Government Act, Public Law 95-521, as amended, which requires the submission of a Financial Disclosure Statement, OGE 278, upon assuming the position, annually, and upon termination of employment.
  • All newly appointed career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES.
