The National Tele-Critical Care Program is recruiting for 2 Health System Specialists. This position is a part of National Tele-Critical Care (TCC) Program, located within Specialty Care Services, with the Department of Veterans Affairs (VA). Major Duties and Responsibilities
The position is a part of the leadership team along with the Operations Nurse Manager and Medical Director. The position works directly for the Operations Nurse Manager to ensure projects align with the organization's strategic direction and are properly planned for in the VHA's budget. The position will provide the overall direction and support for the day-to-day operations of their assigned region. Functions of the position will include working with the TCC National Program Office on budget formulation and execution, procurement, information security and privacy, national reporting for clinical issues as well as GAO, OIG, and Congressional reports. The position will assist the regional leadership team with the coordination of the administrative details for assignment of project management staff. The position will participate in network and national efforts related to projects and assigned goals of the TCC National Program. The position will develop and provide reports as needed to track and/or communicate the TCC's compliance.
Program Administration (40%)
Applies knowledge of healthcare systems and management to develop and implement TCC programs to include budget formulation and execution and responses to GAO, OIG and Congressional reports and Policy development.
The position functions to advise and support multiple collaborating offices, VISNs, and Local leadership and serves as the conduit for information flow and management of assignments between such offices. Monitors and manages incoming actions and requests from initial receipt to completion and closeout. Analyzes the subject matter of incoming information for appropriate distribution to offices internal or external to the office. Receives and monitors completed actions or responses; analyzes responses for completeness and accuracy against known administrative policies and procedures. Conducts quality/system improvement studies, analyses, presentations, and briefings, as assigned.
Works in coordination with other internal reviewing services regarding complex audits and internal/external reviews of a national concern. The position subsequently creates, monitors, and executes plans to address findings as well as tracks both routine and uncommon deadlines initiated by OIG/GAO and internal reviewing officials to ensure timely submission of responses and actions.
Works closely with senior management and others in implementing and evaluating policies, plans, and internal operational systems.
Contacts and engages frequently with staff, collaborators, and stakeholders at all levels to facilitate the work of the office related to a variety of operations-focused assignments and projects initiated by senior leadership or program offices, or departmental offices.
Program Administration (30%)
Serves as the point of contact for programmatic and evaluative issues related to the development of the TCC Program.
Serves as primary point of contact for programs (spoke sites), as assigned.
Coordinates with the appropriate individuals or offices to develop proposals and supporting materials for presentation at conferences, meetings, hearings and other external activities and meetings. Briefs and advises senior management on agenda issues in preparation for activities and meetings and may represent the office at internal or external activities or meetings.
Functions as a technical authority and conducts analytical studies on programmatic processes, issue topics, or related special projects. When tasked with this type of project, serves as the responsible contact for leading and managing these projects from initiation to completion and may be required to present the results to senior leadership.
Develops position papers and decision documents representing the position of the organization on a variety of complex and sensitive issues such as the quality or timeliness of Veteran care issues within the system or at times, issues of Congressional or media interest that have significant national impact e.g., quality and safety concerns or involve several functional areas.
Communication (30%)
Manages documentation, communication, and reporting for TCC related activities. Coordinates virtual and face to face events hosted by officials. The position completes all steps required within an event management process. Works with various boards to coordinate regular committee meetings, ensuring all event management steps are completed.
Manages and coordinates of all online communication tools. Assures compliance with all applicable policies, and development and maintenance of internal management processes related to these online tools.
Performs other related duties as assigned.
